Response date of Friday, June 10th, 2022, 1:00 PM CST remains in full effect. Notice Type: Special Notice of Intent to Sole Source This is a SPECIAL NOTICE ANNOUNCEMENT ONLY. Department of Veterans Affairs, VISN 09, TVHS 626 VA Nashville and VA Murfreesboro Medical Center Contracting Office (NCO) 9, station 626 has a requirement for Service and Maintenance Contract for Tennessee Valley Healthcare System (TVHS) Hologic Mammography Equipment and intends to award a sole source contract to Hologic Inc., 250 Campus Dr., Marlborough, MA 01752-3020, in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), Soliciting from a single source. This proposed contract action is for the procurement of Hologic Mammography equipment maintenance service. This contract is to be in effect no later than September 1, 2022, and will expire August 31, 2023. The contract will be for On-Site Full-Service and Maintenance Agreement for all TVHS owned Hologic Mammography equipment and associated devices. This contract shall cover Hologic Mammography equipment located at both the Nashville and Murfreesboro (Alvin C. York) campuses. This contract will cover all existing 3Dimensions Mammography systems (and associated workstations), Affirm Breast Biopsy Systems, and include licensing for all Hologic software/ systems owned by TVHS. The base period of performance is for a base year of 9/01/2022 thru 8/31/2023 and four (4) option years with only one source, Hologic Inc., under the authority Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1). Hologic is the only entity that can provide service and maintenance on the Hologic mammography equipment owned by TVHS. Hologic does not authorize third party service contractors to work on Hologic Mammography equipment. Only Hologic can provide OEM factory trained field service engineers (FSEs) with the skills and abilities to complete PMs and repairs on Hologic Mammography equipment. The software installed on each Mammography system (or Breast Biopsy System) is strictly proprietary and only Hologic FSEs can access the software at a service level to complete required maintenance actions. Service personnel must be OEM Hologic certified on the specific models of devices under this agreement. No third-party service contractors are allowable for this particular contract action. Response: Responses to this Special Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. The purpose of this Special Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described above. A Capability Statement demonstrating clear and convincing evidence of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. *Responses must include written documentation from Hologic Inc. showing your company is an authorized service provider for Hologic Laser equipment. Any offeror capable of providing the above mentioned requirements (Capability statement and written documentation from OEM Hologic) shall notify the Contracting Officer by email within 7 calendar days from the date of the publication of this special notice. No funds have been authorized, appropriated, or received for this effort. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service-Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.com) and Representations and Certifications must be completed prior to any future award. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Special Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated.
