The government seeks competitive proposals in accordance with Federal Acquisition Regulation (FAR) 12.203, Procedures for solicitation, evaluation, and award in conjunction with part 15, Contracting by Negotiation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, dated 01/30/2022, VAAR update 2008-32, effective 11/1/2021, & Acquisition Policy Flash 22-11, effective 12/14/2021. The FSC/PSC is J061. All proposals must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
