THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) on or about 10/05/2022 for construction services for the following project: Project # 626A4-21-205 - Upgrade Warehouse Fire Protection & HVAC at the Department of Veterans Affairs, Alvin C. York Veterans Administration Medical Center (VAMC), 3400 Lebanon Pike, Murfreesboro, TN 37129-1237. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $500,000 and $1,000,000 NAICS: 236220 Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $39.5 Million PROJECT OVERVIEW: The project will require the selected contractor to provide all resources necessary to accomplish and furnish all labor, material, equipment, transportation, and supervision necessary to completely prepare site for building operations as required per drawings and specifications at the Alvin C. York VAMC, Murfreesboro, TN 37129 for the above-mentioned Project# 626A4-21-205 - Upgrade Warehouse Fire Protection & HVAC. Work includes, but is not limited to, general construction, demolition, removal of existing structures, furnish labor and materials, civil, electrical, mechanical, plumbing, and fire suppression work and certain other items to upgrade the fire suppression system of Building 146. Anticipated completion time from Notice-to-Proceed is 150 calendar days for the base bid. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor, registered in SAM, and must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.709 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status, offerors must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of bid. Failure to be both verified by CVE and visible on https://www.vip.vetbiz.gov at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned requirement documents to obtain CVE verification of their SDVOSB status if they have not already done so. Questions related to this requirement will only be addressed in writing by way of email to the Contracting Officer at vance.rosebush@va.gov. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement.
