Subject: SPECIAL NOTICE 36C24921Q0157 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about May 17th, 2021 to Dentsply North America LLC. The period of performance will be for eight calendar days after issuance of the notice to proceed. This requirement includes the purchase of a digital scanning device that creates three dimensional images of the inside of the mouths for patients seen at the Chattanooga CBOC. The photographs that are produced by the scanning device are provided to dental professionals to create crowns, dentures, bridges and other dental appliances that will improve a patient s quality of life. Additionally, dental tissue is scanned and examined to determine if the oral cavity will require periodontal examination and services to ensure the patient can sustain the application of dental appliances. The patient s treatment plan will include input from oral surgeons and dental hygienists regarding a patient s progress and allergies should travel between facilities be required for dental services. This digital scanning device will provide a much-needed additional system within the Tennessee Valley Health System that will aid in the accurate detection and diagnosis of oral health issues that impact the long-term health of veteran patients that reside within and close to the Chattanooga area. Contractor will be responsible for the delivery of the digital scanning device to the Chattanooga CBOC in a timely manner. NCO 9 intends to non-competitively award this requirement to Dentsply North America LLC since the brand of digital scanning device is most compatible with the current network of digital scanning devices utilized at local VA facilities. The digital scanning device previously obtained from Dentsply North America LLC has provided the facility with the capacity to provide detailed images of the oral cavity in routine and emergency circumstances. As a result, any contractor other than Dentsply North America LLC that would provide a digital scanning device to the facility would unintentionally cause a delay in dental procedures. Unnecessary delays cannot be endured. The North American Industry Classification System (NAICS) code for this requirement is 339114 with the size standard of 750. The applicable Product Service Code is 6520. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar digital scanning device is available that will provide comparable scanning abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
