Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C249-20-AP-2935 Contracting Activity: Department of Veterans Affairs, VISN 09, TVHS Medical Center Chattanooga, TN, 626-20-3-4164-0271 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a sole source requirement for various Audioscan equipment and calibration for Chattanooga Outpatient Clinic. The estimated amount is $116, 110.77 and estimated delivery date is December 15, 2020. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Gordon Stowe is the exclusive Audiology Equipment authorized dealer in the state of Tennessee. Audiology is regulated by OSHA, ANSI, FDA and there are specific VA Compensation & Pension mandates that must be met. In addition, Gordon Stowe is the only Audioscan-trained service professionals and are the only technicians authorized to maintain, calibrate, and repair Audioscan equipment. Description of market research conducted and results or statement why it was not conducted: VetBiz and SBA were search for NAICS 811219 with keywords audioscan which returned with no results. A Notice to Sole Source was issued on September 24, 2020 and closed September 27, 2020. No responses were received. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
