On behalf of the Tennessee Valley Healthcare System (TVHS), Network Contracting Office (NCO) 9 is issuing this sources sought notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for personal protective equipment (PPE) certification/performance auditing/testing nationwide. The result of this market research will contribute to determining the method of procurement, if appropriate. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380, Testing Laboratories. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for bids, proposals, or quotes; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: Organization name, address, point of contact, email address, web site address, and telephone number. Business size: small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business (SDVOSB), veteran owned small business (VOSB), large business, etc. Business type under NAICS 541380, which contains a size standard of $16.5 Million, Commercial and Government Entity (CAGE) Code, and Data Universal Numbering System (DUNS) Number. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational, and staff capability. Capability statement needs to show what type of certifications and/or product performance testing (i.e. AATCC 42, AATCC 127, ASTM F1671, and ect.) can be provided for various types of PPE that includes, but is not limited to, level II, III, and level IV medical gowns of various types (i.e. isolation, surgical, etc.) along with the following: Respiratory protection - for example, disposable, cartridge, airline, half or full face Eye protection for example, spectacles/goggles, shields, visors Hearing protection for example, earmuffs and plugs Hand protection for example, gloves and barrier creams Foot protection for example, shoes/boots Head protection for example, helmets, caps, hoods, hats Skin protection Capability statements shall state the process followed to provide the requested service in terms of where the testing occurs, market research pricing / how pricing is structured (i.e. one gown or an entire shipment of gowns), time to process PPE performance testing, and whether the interested contractor can provide ISO 9001 certification across all of the Department of Veterans Affairs supply chain. Regarding market research pricing, please state if pricing is different when the performance testing is conducted within the United States of America (USA) (post shipping) or outside the USA (pre-shipping), if applicable. If different, please state the difference. Response to this SSN shall not exceed 10 pages and should include all the foremost mentioned information. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe Portable Document Format (PDF). The government will evaluate market information to ascertain potential market capacity to: Provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Provide services under a fixed-price indefinite delivery indefinite quantity (IDIQ) contract.
