The Veterans Integrated Services Network (VISN) 9 has an urgent requirement to provide Personal Protective Equipment to all VISN 9 medical facilities in support of the VA's response to the worldwide pandemic SARS-CoV-19, also known as COVID-19 and colloquially as the Coronavirus. This acquisition is in accordance with (IAW) FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. Additionally, IAW the President's Emergency Declaration of 13 March 2020 issued under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (41 U.S.C 5121, et seq.) this acquisition will utilize the flexibilities found in the FAR and enacted by the aforementioned declaration.
