V212--Shuttle Bus Transportation Service To/From San Juan VA Medical Center
The VA NCO 8 San Juan Commodities and Services Team is conducting market research for shuttle transportation service to/from the San Juan VA Medical Center in San Juan, Puerto Rico, to identify interested sources—especially SDVOSBs, VOSBs, and other small businesses—with possible set-aside or full-and-open competition; this sources-sought notice is not a solicitation. The BPA holder would provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services needed for the shuttle service. Required qualifications include USDOT registration and a Puerto Rico Transportation and Other Public Services Bureau franchise for vehicles over 10,000 lbs accommodating 8+ passengers, plus trained/certified personnel and drivers with valid Puerto Rico category 8+ licenses, commercial operator licenses, and required medical certificates. Vendors should be capable of operating six shuttle buses simultaneously and providing replacement vehicles within 45 minutes, with 20–24 passenger shuttle buses registered and franchised as required. The effort is a five-year ordering period with an additional option to extend up to six months at the government’s discretion, expected to commence April 1, 2027.
