S299--FY27 Exterior Building Cleaning Sources Sought
The Department of Veterans Affairs is conducting market research for an Exterior Cleaning Program supporting Orlando VA Healthcare System facilities, involving full cleaning—not spot cleaning—of all buildings, structures, rooftops, walkways/curbs, and exterior windows, with the tallest building estimated under 150 ft. The contractor must plan, develop, implement, and perform the program using best commercial practices and industry standards, furnishing all labor, transportation, supplies, and equipment. Personnel performing the work must have OSHA 10 and high-rise training by a competent authority, and the government is not seeking project management services. Interested organizations should demonstrate established business status, financial responsibility, reliability, experience, equipment, facilities, and directly employed or supervised personnel, and provide organizational details, SAM UEI, applicable Federal Supply Schedule information, business size for NAICS 561990, website, qualification narrative, and any subcontracting or teaming structure. Based on responses, the requirement may be set aside for small businesses, sole sourced, or procured through full and open competition, with an applicable NAICS small business size standard of $16,500,000.
