PRE-SOLICITATION NOTICE Subject: Resurface Parking Garage C (Design-Build Services) Location: VA Caribbean Healthcare System (VACHS), San Juan, PR Proposed Solicitation Number: 36C24826R0035 Closing Response Date: 12/12/2025 (as amended, if applicable) POC: Ana G. Alvarado, email: ana.alvarado@va.gov This requirement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). General Description: The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8, VA Caribbean Healthcare System (VACHS) has a design-build requirement for project 672-26-103 to restore the structural integrity and surface condition of the garage while meeting all applicable building codes, safety standards, and VA design requirements. The contractor shall furnish all necessary professional services, site investigations, design, drawing, equipment, labor, materials, supervision, tools, testing, and specialty services to perform design build services for this project located in the VA Caribbean Healthcare System, San Juan, PR. The contractor shall complete the work required within 730 calendar days from receipt of Notice to Proceed (NTP) in accordance requirements. The solicitation will be issued on or about 11/12/2025. All information for this solicitation will be posted on the SAM.gov website at www.sam.gov. All interested firms must be registered in the System for Award Management (SAM.GOV). Important Notice: Prior to submitting a proposal under SDVOSB set-aside solicitation, offerors must be listed in the SBA Veteran Certification site https://search.certifications.sba.gov/ as an active SDVOSB certified.
