This is a solicitation for recurring round-trip air transportation services for eligible veterans and their companions between airports in the US Virgin Islands (STT and STX) and Luis Munoz Marin International Airport (SJU) in Carolina, Puerto Rico. The Government intends to award a five-year Blanket Purchase Agreement (BPA). The evaluation will prioritize Service-Disabled Veteran-Owned Small Businesses, followed by other Small Businesses. Questions must be submitted by 3:00 PM AST on March 31, 2026. Quotes must be submitted by 3:00 PM AST on April 7, 2026.

The VA Caribbean Healthcare System requires recurring roundtrip air transportation for eligible veterans and companions from St. Thomas and St. Croix, USVI, to Luis Munoz Marin International Airport in Carolina, PR. Services are estimated for twice-weekly flights with a maximum of nine passengers per trip. This is a request for capability statements to gauge market interest, not a formal solicitation. Statements of interest must be submitted via email by February 13, 2026. If sufficient interest is demonstrated, a formal solicitation will be posted later.
