Based on questions and answers received and a refined description of the agency s need for commercial services, the Government has determined that the changes required to the solicitation are substantial such that additional sources likely would have submitted offers had the changes been known. The contemplated changes affect scope and performance requirements and/or terms to an extent not reasonably anticipated by prospective offerors at time of original issuance, necessitating cancellation and re-solicitation. Accordingly, cancellation and reissuance are required.
