VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE REQUEST FOR PROPOSAL (RFP) IS POSTED TO THIS WEBSITE. This is a 100% Service-Disabled, Veteran-Owned, Small Business (SDVOSB) set-aside. PROJECT NO./TITLE: 675-23-801, Bid-Build (BB) Services, Improve Lake Baldwin Electrical Distribution. The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8 has a requirement to provide construction services to include labor, materials, tools, equipment, supervision, and all other resources necessary to construct all the elements to Improve Lake Baldwin and Lakemont Campuses Electrical Distributions in accordance with the Statement of Work (SOW) and other specifications. Work Location: Department of Veterans Affairs, Orlando VA Healthcare System, Lake Baldwin Campus, 5201 Raymond Street, Orlando, FL 32803, and Lakemont Campus, 2500 S. Lakemont Avenue, Orlando, FL 32814. Estimated Target Completion Period: 270 calendar days after issuance of the Notice to Proceed. In accordance with VAAR 36.204 (f), the magnitude of construction is between $1,000,000 and $5,000,000. North American Industry Classification System (NAICS) 236220 Commercial and Institutional Building Construction. Size Standard is $45.0 Million. Product Service Code (PSC) Y1DA Construction of Hospital and Infirmaries. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the procedures listed in the solicitation, providing the best value to the Government. The solicitation will be issued on or about April 4, 2025. All information for this solicitation will be posted on the SAM.gov website at SAM.gov. At the time of proposal submission, all interested firms must have current registration in the System for Award Management (SAM) at www.SAM.GOV and certified as a Service Disable Veteran Owned Small Business in Veteran Small Business Certification (VetCert) at www.veterans.certify.sba.gov. Proposals of contractors not registered/certified in both databases will not be considered for award. Green Environmental Management System (GEMS) - Contractors selected for award of this contract are expected to be good stewards of the environment by complying with federal, state, and local environmental laws and other requirements such as medical center policy and project specifications. In addition, contractors should incorporate pollution prevention and waste minimization into operations.
