NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Network Contracting Office 8 (NCO 8) hereby provides notice of its intent to award a sole source, firm fixed price contract award for construction services to BLUE CORD DESIGN AND CONSTRUCTION, LLC, 835 BENNETT RD STE 100, FL 32701 for construction services needed at the C.W. Bill Young VA Medical Center at 10000 Bay Pines Blvd, Bay Pines, FL 33744. The contract is expected to be awarded under the authority of 38 U.S.C. § 8127(c) and implemented by VAAR 819.7007 Sole source awards to a verified service-disabled Veteran-owned small business. A Justification for Single Source Awards for Other Than Full and Open Competition has been prepared. The Facilities Maintenance Services department is requesting construction services for a priority canteen project that was previously competed using the VISN 8 Job Order Contract (JOC) which received only one response which was from BLUE CORD DESIGN AND CONSTRUCTION, LLC. Work includes the rebuild of the canteen after asbestos abatement was completed. NAICS Code is 236220, Commercial and Institutional Building Construction with a Small Business Size Standard of $45 million. The classification code is Z1DA Maintenance of Hospitals and Infirmities. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE PROPOSALS; however, any firm that believes it can meet the requirements above, may give written notification prior to the response due date and time. Any prospective contractor must be registered in the System for Award Management (SAM) and Veteran Small Business Certification (VetCert) and be small for NAICS 236220 to be eligible for award. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
