The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 8, is seeking information and sources that can provide On-site Radiology Physician Services to eligible beneficiaries of the Orlando VA Healthcare System (hereinafter referred to OVAHS), Orlando, Florida. Authority: Title 38 U.S.C. 8153, Health Care Resources (HCR) Sharing Authority and FAR Part 12 in combination with 13, 15, and/or VAAR 873. NOTE: This is a Request for Information (RFI) - Sources Sought seeking information and sources that can provide on-site Radiology Physician Services at Orlando VA Healthcare System. It is not a Request for Proposal (RFP) or Request for Quote (RFQ); therefore, Contractor proposal/quote submission is not requested and will not be accepted. The results of this RFI will be used for market research in determining if any, the type of small business set-aside feasible. Place of Performance: Services shall be performed on-site at Orlando VA Healthcare System (OVAHS), 13800 Veteran’s Way, Orlando, FL 32827. On-site services required Mon-Fri from 8:00am-4:30pm, excluding Federal holidays. This is a new requirement; there is no incumbent contractor currently performing these services at the OVAHS. Period of Performance: The anticipated period of performance for the resultant contract will be from April 01, 2024 through March 31, 2025 for the base year plus (+) four (4), one (1) year option periods. Ultimate completion date if all options exercised: March 31, 2029. Services: The Contractor shall provide Board Certified Abdominal/GU, Breast Imaging, Cardiovascular, General, Interventional, Muscoskeletal, Neuroradiology Radiology Physician Services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Orlando VA Healthcare System. The VA Radiology Services follow the standards & guidelines set forth by American College of Radiology (ACR). A contractor providing onsite Abdominal/GU, Breast Imaging, Cardiovascular, General, Interventional, Muscoskeletal, Neuroradiology radiologist services shall provide services that meet or exceed the American College of Radiology Guidelines https://www.acr.org/-/media/ACR/Files/Practice-Parameters/IRClin-Prac-Mgmt.pdf.pdf (and are accredited by ACR for Mammography). Qualifications: Contractor’s physician(s) shall be technically proficient in the skills necessary to fulfill the government’s requirements, including the ability to speak, understand, read and write English fluently. License: The Contractor’s physician(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property. All licenses held by the key personnel working on the resulting contract shall be full and unrestricted licenses. Contractor’s radiologist(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of contract award. Board Certification: All contractor’s radiologist(s) shall be Board Certified per the American Board of Radiology (http://www.theabr.org/). All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance.
