This pharmaceutical database shall be knowledge-based information and interaction resource with emphasis on drug interactions, identification, IV compatibility, toxicology, alternative medicine, herbal medicines, etc. Primary users include pharmacists, physicians, nurse practitioners, and other allied health professionals. 2.0. Description / Scope / Objective. The contractor must provide 24/7 access to multiple simultaneous users, from any web-enabled computer or mobile device to employees in facilities/office programs of the VA Sunshine Health Care Network, VISN 8. System will provide reference to the primary literature when available to support their recommendation and/or indications for therapy. System will provide users with a multitude of web-based calculators designed to meet the needs of healthcare providers, especially pharmacist, physicians, and nursing staff. Administration, monitoring, compatibility, and admixing instructions for parenteral medications. Patient management and treatment protocols (including drugs, plants, household products). System will provide content on acute care, alternative medicine, drug information, toxicology, patient education, and occupational health and safety. Clinical drug information has been accredited by the National Institute for Health Care and Excellence (NICE). Database Maintenance: Contractor shall be responsible for performing database maintenance as necessary to maintain functionality at no additional cost to VA VISN 8 facilities and network office programs. Contractor shall provide emailed notification of scheduled maintenance at least 5 workdays in advance to point of contact as listed on contract. Weekends are the preferred schedule. Contractor will address any questions or problems encountered when using this product with supported software or hardware. Product Support: Training: Contractor shall provide training and training materials at no additional cost. provide online tutorials and/or webinars upon demand. Contractor shall also provide on-site training, briefings, and updates to the facilities in the VA Sunshine Heath Care Network (VISN 8) if requested. Training will be coordinated with local library or pharmacy services depending on the facility. Customer Support: Contractor shall provide instructions and telephone number where outage will be reported by any staff member of the VISN 8 facilities and network program offices. The contractor shall provide upon request monthly usage statistics for each facility including network program office, either by e-mail or login to a designated site. The format of the usage statistics provided may include session count, search count, total document retrievals per title, and number of turn-aways. A designated account representative will be assigned to assist the COTRs with any potential concerns that may arise during the period of the contract. Database Characteristics/Content: The database system shall possess the following characteristics. System will be web based with internet/intranet capabilities. System will provide a uniform search tool and user interface throughout the product. System will be updated daily by a review board of allied health professionals. System will provide content on acute care, alternative medicine, drug information, toxicology, patient education, and occupation health and safety. (This would include material safety data sheets (MSDS)). System will provide the ability to brand both web and printed materials with VISN and/or facility site logos and contact information. System will provide drug assessments to the user based on manufacturer monographs and per reviews of the primary literature. System will provide reference to the primary literature when available to support their recommendation and/or indications for therapy. System will provide comparative efficacy information for medications in both a comparison chart format and in text-based format. System will provide users with a multitude of web-based calculators designed to meet the needs of healthcare providers, especially pharmacist, physicians, and nursing staff. System will provide consumer appropriate health information on medications, procedures, diseases states, and alternative products. Information will be in both English and Spanish at a suitable reading level. Information will also be printable. System will provide a tool for medication product identification based on any information available to the provider (i.e., color, imprint, formulation, etc.). System will provide a tool for identifying drug interactions and I.V. compatibility databases that is comprehensive, searchable, and which may be drilled to obtain more information or references. System will provide information on intravenous drug administration related to rate, dilution concentration, appropriate diluents, stability, and any required special needs (in-line filter, do not shake, refrigerate, protect from light, low sorb tubing, etc.) System will provide COR/Program Official with tracking tools to include statistics on particular components and facility use. System will include vendor training in multiple formats to accommodate end users of all levels. Training shall be hands-on, web-based, or delivered via Microsoft Office Teams or similar platform at a minimum of once a year and/or as needed. System will be available in an App platform for point of care decisions. As part of its proposal, the Contractor will provide a current price list, along with applicable discounts, for supplemental databases/products not included in the basic system as outlined above. This can include specialized reference materials such as AHFS, PDR, Red Book, Dentistry Literature, and so forth. Price of the system will be determined by its utilization at the nine (8) VISN 8 sites listed in this SOW. Price discounts will be offered for a multi-year contract. The contractor will provide updates to the system as needed throughout the period of the contract at no additional charge.
