Department of Veterans Affairs (VA) Network Contracting Office 08 (NCO 08) hereby gives notice of the Government s intent to negotiate a sole source, Fixed-Priced Single Award Indefinite Delivery Indefinite Quantity (IDIQ) with only one source Cepheid. This IDIQ will be used as a simplified method of filling anticipated repetitive needs for an extensive range of Multi-Drug Resistant Organism (MDRO) reagents to be used on the existing Cepheid GeneXpert Infinity and GeneXpert IV systems at C.W. Bill Young Department of Veterans Affairs Medical Center and Lee County Community-Based Outpatient Clinic: 10,000 Bay Pines Blvd. Bay Pines, FL 33744. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only provider of reagents to be used on the existing Cepheid GeneXpert Infinity and GeneXpert IV systems that can meet the agency s needs. The applicable North American Industry Classification System (NAICS) code is 325413 In-Vitro Diagnostic Substance Manufacturing and the Product Service Code (PSC) is 6550 In Vitro Diagnostic Substances, Reagents, Test Kits and Sets. This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide reagents to be used on the existing Cepheid GeneXpert Infinity and GeneXpert IV systems may give written notice to moneque.rodriguez@va.gov by 10:00AM Eastern Standard Time on November 10, 2023. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
