THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for costs incurred in developing information provided to the Government. The Department of Veterans Affairs Network Contracting Office 8 (NCO 8) is seeking capability statements specifically from Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), as well as any other small business Architect-Engineer (AE) contractors for the purpose of determining if adequate competition exists to set aside a AE requirement to Convert 6A to Private Rooms at West Palm Beach VA Medical Center, West Palm Beach, FL. The Government reserves the right to consider a SDVOSB, VOSB, or any other small business set aside based on the responses hereto. Project Overview: The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8, West Palm Beach VA Medical Center has a requirement for Architect-Engineer services to Convert 6A to Private Rooms at West Palm Beach VA Medical Center, West Palm Beach, FL. The AE shall provide all design labor, tools, and materials necessary to renovate the entire 6A floor of the West Palm Beach VA main hospital. Renovation shall emphasize on converting existing semiprivate rooms into private rooms including private bathrooms. This floor shall also include (2) bariatric and (2) isolation rooms. The 6A Design shall meet the VA Design Guidelines and may include custom design features as recommended by the Integrated Project Team. Renovation of 6A is to be a complete renovation to include all disciplines. This Project involves approximately 21,750 SF. The estimated construction price is $12,000,000.00. This requirement may be fulfilled by awarding a stand-alone contract for the design of this project. It will use the North American Industry Classification System (NAICS) code of 541330, Engineering Services with a size standard of $25.5M. The applicable Limitations on Subcontracting is Services. In the case of a contract for services, the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73 or VOSBs as set forth in 852.219-74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6. As part of its market research, the Network Contracting Office (NCO8) is issuing this Sources Sought to determine if there exists an adequate number of qualified and interested Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Businesses (VOSB), or any other small business contractors capable of performing the above work. Please submit, via email to anthony.caruvana@va.gov, a capability statement and past performance information that demonstrates that your firm can perform the above scope of work. The following information is requested and is limited to 10 pages: Company Name, address, point of contract, phone number, and email address. Company s SAM UEI, DUNS, and Cage Code. Small business size standard; i.e. SDVOSB, VOSM, etc., for the applicable NAICS Code. If your company is a certified SDVOSB or VOSB, provide a copy of your certification from https://veterans.certify.sba.gov. Examples of similar renovation projects performed within or above the estimated construction cost ($12,000,000.00). Include the project name, project scope, project size (Example: square footage), building use (Example: Medical Facility, Office Building, etc.), project dollar value, start and completion dates. Describe specific technical skills and key personnel your company possess to perform the requirements described above. Experience with designing in a VA Hospital environment with 24/7 operations. The Government will use the responses to this Sources Sought to determine the appropriate set aside; i.e. SDVOSB Set Aside, VOSB Set Aside, etc, for this requirement and will be posted on SAM.Gov for 15 calendar days beginning 04/21/2023 and ending on 05/06/2023 at 2:00PM. It is anticipated that SF 330s will be requested in June 2023; after the Government s evaluation of the capability statements to determine the appropriate set-aside. This Sources Sought is only for the purpose of identifying potential sources. No Request for Proposal (RFP) exists at this time. Therefore, please do not request a copy of the RFP.
