Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. The solicitation issued as an RFQ, solicitation number is 36C24823Q1859. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-05 Effective September 22, 2023. This solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures (SAP) Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services and FAR Part 12, Acquisition of Commercial Items. This solicitation is being issued as a total Small Business set aside. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. The associated North American Industrial Classification System (NAICS) code for this procurement is 811210 (Electronic and precision equipment repair and maintenance), with a small business size standard of $34M. The PSC is J065 (Maintenance, repair, and rebuilding of equipment medical, dental, and veterinary equipment and supplies). The Network Contracting Office (NCO) 8, San Juan Services Team is seeking to purchase non-personal services for Preventive maintenance and repair for Stryker Stretchers and Joerns Electrical beds services at the VA Caribbean Healthcare System in the following location: 10 Casia Street, San Juan PR 00921-3201. A list containing the contract line-item number(s), description, unit of issue and quantities (including option periods) is attached. The intent of this notice is to identify interested sources and their respective socio-economic group. Responses to this sources-sought notice/market research may be used to issue the requirement as set-aside for small businesses or procured through full and open competition. CONTRACTOR S QUALIFICATIONS AND REQUIREMENTS: Provide Service contract to include labor, equipment and materials for the preventive corrective maintenance and repair to Stryker stretchers and Joerns Electrical beds located at the VA Caribbean Healthcare System GENERAL REQUIREMENTS: Perform all inspections and maintenance services in accordance with manufacturer's service manual instructions and procedures. Thorough inspection of equipment s to detect defective components capable of adversely affecting it performance. Replacement of parts found defective during inspections. Cleaning, calibration, and adjustment of components to maintain equipment within manufacturer's specifications, level of performance and accuracy. Operational tests after each corrective and preventive maintenance service to assure level of performance is within specifications. Contractor shall conduct risk assessment to assign appropriate Preventive Maintenance (PM) frequency and will perform PM guidelines as established by the manufacturer service per system per year in accordance with manufacturer's recommendations and procedures, Emergency Care Research Institute (ECRI) and the American Hospital Association (AHA). If updates to manufacturer's requirements and/or recommendations occur, contractor must assure compliance with these requirements. All protocols used will comply with JCAHO and AHA requirement. Contractor will perform on-site visits to perform preventive maintenance activities as determined by the PM schedule and will respond with on-site visits to service calls within 24 hours if phone or technical support cannot resolve the problem. If you will be subcontracting, please indicate which company(ies) are you contemplating. In addition, if subcontracting, what percentage of the job will be performed by the subcontractor(s). Responses to this notice shall include company/individual name, a service capability statement, examples of similar performances which you have provided services to, DUNS number, address, point of contact.
