Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. The solicitation issued as an RFQ; solicitation number is 36C24823Q0667. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03 Effective May 26, 2023. This solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures (SAP) Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services and FAR Part 12, Acquisition of Commercial Items. This solicitation is being issued as a total Small Business set aside. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. The Network Contracting Office (NCO) 8, San Juan Services Team is seeking to purchase non-personal services to Install a Greenhouse at the Morovis National Cemetery. The intent of this notice is to identify interested sources and their respective socio-economic group. Responses to this sources-sought notice/market research may be used to issue the requirement as set-aside for small businesses or procured through full and open competition. CONTRACTOR S QUALIFICATIONS AND REQUIREMENTS: The Caribbean Healthcare System require the installation of a Green House at the Morovis National Cemetery. The requirements for this installation will be in accordance with the following specifications and features. GENERAL REQUIREMENTS: The contractor shall have expertise with the development of hydroponic systems and capability to customize the dimensions and styles of the greenhouses and accessories, irrigation systems and propagation tables. The contractor shall have experience with temporary commercial greenhouses since permanent construction is not authorized. The contractor shall demonstrate capability and experience with the design and construction of greenhouses including but not limited to the following specifications: Enclosed polyethylene, polycarbonate, plastic, or fabric covered structure, used to cover, and protect crops from sun, wind, excessive rainfall, or cold to extend the growing season in an environmentally safe manner. A high-tunnel kit previously designed and customized Minimum Required Wind Load: 90 mph Frame material: 13-16 gage (galvanized) Kit includes wind bracings, purling s and anchorage as required for Caribbean weather conditions. A simple water cascade wall at the end of the facility to help cool the planting area and two moisture extractors at the opposite end. Electric connection inside the greenhouse, outside connection provided for electric system, electric panel, artificial ventilation connection and lightning connections. Solar panel design -PV system, capable of 8KWh 120/240 VAC Battery, 5KW Capacity PV System energy consumption. Additionally Required anchorage shall comply with federal and local regulations (Stand-Alone Panel System). Rainwater management system including water storage tanks.
