(b) The government will apply the following comparative evaluation process as the basis for award: Assess the direct comparison of one quote with another using a uniform and fair approach to determine which quote provides the government what it needs, where and when in accordance with the SON and RFQ. Once one quotation is found acceptable, it is compared to the remaining ones, and the best one is chosen for the best value to the government. 1. Technical Response: Provide a detailed response whether Quotes meet or exceeded the government requirements based upon description of those salient physical, functional, or performance characteristics item(s) must meet to be acceptable for award. All quotes provided equipment that met the minimum government requirements and specifications: a fully operational, ready-to-use mobile 6 slice PET/CT scanner. Tampa Nuclear Medicine Service personnel are familiar with the operating systems of the two offered PET/CT scanner manufacturers (Siemens and GE) contained in the quotes. 2. Document the rational for Quotes meeting the government need. Elaborate what features are essential to the requirement and specify the reason that similar products lacking those features would not meet minimum requirements for the item. Describe similarities and difference including any that do not meet the SON requirement. All quotes provided at a minimum a 6 slice PET/CT scanner with standard acquisition and processing capabilities contained in standard-sized mobile trailer. All quotes met the SON. All quotes included a minimum of two days of applications training. Tampa Nuclear Medicine Service personnel are familiar with the operating systems of the two offered PET/CT scanner manufacturers (Siemens and GE) contained in the quotes. 3. Explain why a quote providing more than the minimum does or doesn t have value for the government. What problems (if any) could be encountered from the product(s). All quotes provided either a 6 or 16 slice PET/CT scanner. For all practical purposes, there is no significant difference between either type of scanner from either manufacturer. Tampa Nuclear Medicine Service personnel are familiar with the operating systems of the two offered PET/CT scanner manufacturers (Siemens and GE) contained in the quotes. 4. Additional Customer Comments: One vendor met with JAHVH personnel and physically inspected the proposed site and confirmed the mobile PET/CT scanner could be installed without issue. 5.
