This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. If no award can be made at a fair and reasonable price to an offeror who offers the best value to the Government in that socio-economic group, the set aside will be withdrawn and evaluation on the next tier (Small Business) will be conducted. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited.
