The Department of Veterans Affairs, Network Contracting Office 8 is seeking sources and intends to award a fixed-price contract for construction services for the complete project, which include construction services, for Project # 546-19-102, “Upgrade Water Mains Building 1” located at the Miami VA Healthcare System at 1201 NW 16th Street Miami, Florida 33125. This Project is planned to replace/upgrade the water mains to Building 1 and analyze the need to replace isolation valves. The water mains were installed in 1967 as part of the original project and are in poor condition. Also, the underground mains consist of transite, asbestos piping. This type of piping is very difficult to work with and requires special techniques to fix and requires disposal via approved means. Some water mains run in the crawl space underneath the buildings on the campus and in chases and have developed leaks which require extensive demolition and construction to correct. General Description: The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8, Bruce W. Carter VA Healthcare Center in Miami, Florida has a requirement to upgrade water mains at Building 1 as well as the areas to the East and West of Building 1. Demolition will primarily remove and dispose of the existing underground water mains that were built in 1967. Many of these pipes consist of transite and asbestos. Water mains under the existing crawl space and buildings on the campus have developed leaks which require extensive demolition and construction to correct. The work will include but is not limited to site utility verification and marking in the field, site work, utility locating, clearing and grubbing, trenching and excavation (to include hydro trenching and directional boring), trench shoring, water main installation (to include backflow preventers, domestic service lines and additional work as called out in the plans and specifications). Traffic and pedestrian detours and controls, Portland Cement Concrete (PCC) and Asphalt Cement Concrete (ACC) cut and patching, subgrade compaction, surface restoration, disinfection and biological testing of new work are also included in the work to be performed. The magnitude of construction is between $5,000,000 to $10,000,000. The solicitation will be issued on or about November 30, 2021.
