The Department of Veterans Affairs, VISN 08, Bay Pines VA Medical Center (BPAMC) located at 10000 Bay Pines Blvd, Bay Pines, FL 33744 intends to solicit proposals under full and open competition for contractors to provide BPVAMC services under a Firm Fixed Price (FFP) contract. The contractor shall provide Board Certified Chief Therapeutic Medical Physicist and Board Certified Therapeutic Medical Physicist Services to eligible beneficiaries of the BPVAMC. The Contractor s Therapeutic Medical Physicist shall cover the range of Therapeutic Medical Physicist Services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by the American College of Radiology Guidelines & Technical Standards for Radiation Oncology: http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality/RadiationOncology http://www.acr.org/Quality-Safety/Standards-Guidelines/Technical-Standards-by-Modality/MedicalPhysics The contractor shall propose a minimum of two (2) key personnel: one (1) Board Certified Chief Therapeutic Medical Physicist and one (1) Board Certified Therapeutic Medical Physicist to be credentialed and be available for scheduling to meet the requirements of the contract. The VA Full Time Equivalency (FTE) for the Therapeutic Medical Physicist services requirement is two (2) Full Time Equivalent Employees (FTEEs) which consist of one (1) Board Certified Chief Therapeutic Medical Physicist and one (1) Board Certified Therapeutic Medical Physicist (2080 hrs. each). Board Certified Chief Therapeutic Medical Physicist Doctor of Philosophy (Ph.D.) Level: Must have at least five (5) years of documented post-board experience after board certification and at least five (5) years of continuous work experience within the last five (5) years to ensure the Chief Therapeutic Medical Physicist experience is current and relevant. Board Certified Therapeutic Medical Physicist Master s Degree (MS) Level: Candidate can either be Master s Level or PhD. Must be Board Certified with at least three (3) years of continuous working experience within the last five (5) years to ensure Board Certified Therapeutic Medical Physicist s experience is current and relevant. The Authority for this procurement is the Department of Veterans Affairs Directive 1663 implementing provisions of Public Law 104-262, the Veterans Health Care Eligibility Reform Act of 1996, which expands VA s health care resources sharing authority in Title 38 United States Code (U.S.C.) Sections 8153 (sharing authority). The anticipated period of performance for this contract will be from August 3, 2022 through August 2, 2027 for the base year and four (4) - one (1) year option periods. The solicitation will be prepared in accordance with the Federal Acquisition Regulation (FAR) part 12 and evaluated in accordance with the procedures of FAR Part 13. The solicitation document will be issued as Request for Quote (RFQ) 36C24822Q0477. The VA anticipates issuing a solicitation for this requirement on or about July 13, 2022. Interested contractors will be responsible for downloading copies of the solicitation and (any subsequent amendments) from this website. No hard copies will be made available. The solicitation will provide instructions to contractors about the response to the Request for Quote (RFQ) submission process. Prospective contractors are encouraged to register their interest in the solicitation on the System for Award Management (SAMS) website (SAM.gov) so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, SAM, prospective contractors must be registered in SAM to be eligible for award. SAM registration is required under the applicable North American Industry Classification System (NAICS) Code. Contractors may obtain SAM information at https://sam.gov/. The Product Service Code (PSC) is Q522 Radiation Oncology. The Business Size Standard is $8 million dollars. This RFQ is for full and open competition.
