Justification for other than Full and Open Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VISN 8 Biomedical Engineering SMART Pool is submitting a one-time request for other than Full and Open Competition for the procurement of service to provide labor, transportation, supervision and parts to repair highly technical medical equipment. Service needed to return the system to full operating condition, per manufacture s specifications. Contractor must have access to proprietary diagnostic software and parts. Estimated amount is $25,826.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The specific vendor, GE, owns the rights, or is the Original Equipment Manufacturer, and no other vendors have been found who can obtain the necessary FDA approved repair parts for this type of repair. The equipment is specialized, and improper maintenance or calibration could cause misdiagnosis or harm to patients. Patient procedures will either need to be cancelled or sent out to other facilities on fee basis until this system can be returned to full operation. The equipment is a highly specialized. Send outs are very costly. Description of market research conducted and results or statement why it was not conducted: The specific vendor, GE, owns the rights or is the equipment manufacture with replacement parts inventories, qualified personnel, access to manufacture maintenance publications and proprietary diagnostic software that is not available to 3rd party vendors.
