Sources Sought Notice Page 4 of 4 The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) is issuing this synopsis as a means of conducting market research to identify parties having an interest, experience, and the resources to provide services to evaluate a (SunPower) Solar Photovoltaic System for the Viera VA Health Care Clinic (VAHCC) located in Viera, Florida. The solar photovoltaic (PV) system at Viera VA Outpatient Clinic consists of four (4) inverter systems (one (1) 135 kW inverter, one (1) 375 kW inverter, and two (2) 500 kW inverters) that are currently not producing power at maximum generation capacity. The inverters are either offline or continue to trip when powered on. The entire solar PV system is not fully functional or operational nor is it providing the required power generation to the facility. The contractor shall provide all personnel, equipment, supplies, tools, transportation, supervision, and other items and non-personal services to troubleshoot, diagnose, and provide an assessment report listing all findings and equipment deficiencies. Best commercial practices shall be applied in the performance of work. All work shall be completed per approved and accepted industry standards throughout the duration of the contract. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 221114 with a small business size standard of 250 employees. Responses will be considered only from those who are regularly established in the business called for and, in the judgment of the Contracting Officer are financially responsible and able to show evidence of their reliability, ability, experience, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service. The Government is NOT seeking project management services. If your organization has the capability to perform these contract services, provide the following information: Organization name, address, telephone number, point of contact & email. DUNS or SAM UEI number. Federal Supply Schedule #, if applicable. Business size for NAICS: 221114 (SDVOSB, VOSB, WOSB, SB, Other, etc..). Include any proposed alternative/appropriate NAICS and justification. Web site address (if applicable). Provide a narrative that addresses the organization s qualification and ability to perform services as a prime contractor. Include any specialized skills and experience with photovoltaic distribution systems, and provide any past projects (date, contract number, brief description of work). If subcontracting or teaming is anticipated to deliver technical capability, organizations shall address the administrative and management structure of such arrangements in their response. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Responses lacking the requested information will not be considered.
