Pre-Solicitation Notice INTRODUCTION: This document contains information for the minimal submission and execution requirements for the maintenance specified in the Maintenance contract. Seeking Services to maintenance and repair for the LEE COUNTY VA HEALTHCARE CENTER, located at 2489 Diplomat Parkway East Cape Coral FL. 33909 This document is for Generators, Fuel and Fuel Systems, Breakers, Switchgear, Power Monitoring Control System (PMCS), Uninterruptable Power Supply (UPS), and Automatic Transfer Switches (ATS) needed to support clinical operations at LCHCC. The work activities broken down with deliverables and timelines the contractor will be held responsible to perform. The contractor will be held responsible for performing each requirement in this document and its references, whether such requirements are addressed in the contractor s proposal or considered by the contractor in calculating the proposed cost. The contractor s failure to submit a price for a requirement in the SOW or to address such requirement in its proposal will not relieve the contractor of their obligation to perform such requirement, and the contractor will not be entitled to any additional compensation from the VA for such requirement. The awarded contractor shall update As-Built Drawings, Specifications, Calculations, Cost Estimates, and all other necessary documentation for all disciplines as required for maintenance and repair of the Emergency Power System and all associated components of the system and utilities necessary for the system to operate as required by United States Department of Veterans Affairs Design Guide. The contractor shall provide all materials, labor, tools, equipment, transportation, contractor quality control (CQC), supervision, project management, administrative support, and specialized expertise to perform the work stipulated in the SOW. Electrical and Mechanical (piping) installations performed shall comply with manufacturer s recommendations and applicable NEMA, NEC, ANSI, ANSA, NFPA and VA standards. A preliminary/pre-proposal site visit is available (coordinate with the Contracting Officer). All As-Built AutoCAD facility drawings pertaining to this project and historical documentation pertaining to this project will be made available to the awarded contractor after contract award. It is the awarded contractor s responsibility to request any additional drawings not initially provided by the VA. The VA does not guarantee the accuracy of drawings and similar documents, the awarded contractor shall field verify all data provided regardless of source. The preliminary phase of the contract consists of a site survey, user meetings with the LCHCC VA Stakeholders, and survey of the area within the CEP, switchgear, generator room, and associated rooms requiring maintenance. The site evaluation, programming, and layout phase shall include user meetings and/or a formal presentation if required. The planning development phase shall include a formal presentation, submission, safety plan and pre implementation review phase. SCOPE OF WORK Project Overview: The scope of this SOW is to perform general maintenance, repair, testing, and operation in accordance with the Manufacturers recommended guidelines and these specifications. Where conflicts exist the most stringent application will apply. These requirements include but are not limited to the following: two 25,000-gallon Fuel Tanks, three 450-gallon day tanks, and one Fuel Polishing system and all associated piping. 4 quarterly fuel quality samples for each primary and each day tank. 2 Semi Annual Fuel polishing for each of the primary and secondary day tanks. Any damages resulting from poor fuel quality shall be the sole responsibility of the Contractor. Copies of fuel quality reports shall be presented to the COR within 24 hours of results. Copies of all other required logs shall be provided within a maximum seven calendar days from date of test. All other mandatory compliance requirements. SPECIFICATIONS Check engine cooling system and correct deficiencies as needed: 1. Verify correct coolant level. Add if necessary. 2. Add rust inhibitor in coolant. 3. Add anti-freeze in coolant. 4. Check condition of fan and alternator belts. 5. Ensure adequate fresh air to engine and radiators. 6. Squeeze and check condition of hoses and connections. 7. Ensure function of coolant heater (if installed). 8. Change coolant (per manufacturers recommendations) at least annually. 9. Check engine cooling system and correct deficiencies: Inspect engine lubricating system and correct deficiencies as needed: Check lubricating oil level and ensure correct level. Ensure crank case breather not restricted. Check lubricating oil appearance. The correct lubricating oil must be used when oil is changed or when the oil is added to manufacturer s specified level on the dipstick. Check operation of lubricating oil heater (if used). Check for proper oil pressure. Change oil (per manufacturer's recommendations). To be done at least annually. Check engine electrical starting system and correct deficiencies as needed: Ensure battery terminals are clean and connections tight. Check for battery leaks. Fill or replace battery fluids (manufacturer s specifications) as necessary. Ensure battery charging system is operating properly and batteries are charged. Conductance test batteries. Perform annual battery maintenance and repair requirements every October. Perform Biennial battery charger maintenance and repair every two years beginning October 2022 ending with conclusion of contract. Perform 6-year battery maintenance and repair requirements Oct 2024. Inspect engine exhaust system and correct deficiencies as needed: 1. Check for and mitigate condensation in trap drain if necessary. 2. Check for and mitigate exhaust leaks. 3. Check to see if exhaust is restricted and repair. 4. Ensure all connections are tight. Check entire fuel system and correct deficiencies: 1. Check fuel filter, change more frequently if necessary but at least annually. 2. Check for water in day tank and main tank. Remove water from tanks if any is found and quote repair. 3. Inspect all main fuel tank vents. 4. Test fuel at least quarterly and polish fuel at least semi-annually. 5. Check and maintain fuel polishing system. Replace additives as needed. 6. Maintain Day tank calibration. 7. Replace Faulty fuel injectors as needed per emergency. Check governor and correct deficiencies: 1. Check all linkages and ball joint. Lubricate as required. 2. Check oil level and add as required. 3. Check for oil leakage. 4. Check engine safety controls and correct deficiencies: 5. Check operation of all engine alarms and safety shut-down devices (quarterly). 6. Check scavenger air system 7. Change air filter annually. Maintain and repair GE generator load control switchgear and breakers as needed. Change control batteries per manufacturer s specifications. 1st year and every 3rd option year after. Trouble shoot and repair PLC s and associated switchgear to include programming as needed per emergency. Perform triennial breaker testing 3rd option year. A. Repair and retest any failed trip units as needed per emergency. Maintain required compliance. Perform Triennial Generator Load bank test. All three generators will run concurrently continuously for a minimum of 4 hours at required KW% of combined rated load. Infrared scan all components. Load bank as necessary to achieve rated load for all generators concurrently four consecutive hours for required KW load. Load bank annually if compliance is not achieved or as needed. Maintain required compliance. I. Perform UPS maintenance and repair IAW Manufacturer s and VHA guidelines as needed. 1. Monthly. 2. Annual in April. 3. Biennial October 2022. 4. 5-year capacitor and fan replacement April 2022 5. Replace 40 UPS batteries option year 4. 6. Maintain required compliance. Perform ATS maintenance and repair at Manufacturer s and VHA guidelines as needed. Monthly. Annually as required. Annually infrared scan Gen switchgear, Gen breakers, ATS, 22 transformers and 143 panels. Maintain required compliance. Update, maintain, and repair the PMCS system as needed. Virus scan at least annually. Maintain back up files and update. The Contractor will provide a separate quote only within 5 calendar days for any emergency generator issues not covered under this contract as needed. Providing a repair estimate does not obligate the VA to fund or use the proposal. Immediately after each service, the Contractor shall report all findings in writing to the Engineering Technician. As this contract calls for normal maintenance, repair, and replacement parts, any work beyond normal maintenance and repair must be approved by the Contracting Officer, Chief, Engineering Service, and the Engineering Technician. Contractor will provide a quote for any repair above normal maintenance and repair scope before any work is authorized. No work will be accomplished above normal maintenance and repair without prior approval by the Contracting Officer, Chief, Engineering Service, and the Engineering Technician. Maintenance and repair shall be coordinated at least a week in advance by the Contractor with the Contracting Officer and Engineering Technician. A schedule shall be forwarded to the Contracting Officer and Engineering Technician. This schedule should list what equipment will be worked on ensuring no interference with normal operations of the Medical Center. Contractor will test run each diesel generator for thirty consecutive minutes with at least 30% total generator load on the first Friday of every month. When the first Friday of the month falls on a Holiday the test will slip to the following Friday as long as it is within the 40-day testing window requirement. The test will be from 4:30 A.M. to 6:30 A.M. The generator checks required under load condition can be accomplished at this time for convenience. The mechanic performing maintenance and repair must be a certified diesel mechanic and a copy of the mechanic s training and qualifications must be presented with the bid. The Contractor is responsible for all maintenance, repair, and inspection of the ATS, UPS system, generator load switchgear, and any of the other associated Emergency Electrical Systems including the generators. All work on the electrical distribution equipment must be performed by a Certified Journeyman Electrician and a copy of the personnel's training and qualifications must be presented with the bid. The Contractor will be required to maintain VA generator run logs, Automatic Transfer Switch (ATS) operation logs, and UPS test logs for each subsequent testing. As well, all other reports such as Triennial testing reports will be required when due. After completion of all maintenance and repair, the Contractor shall report to the Engineering Technician for invoice acceptance by signature for work completed according to specifications. This signed invoice will then be forwarded to the Contracting Officer. The Contractor shall maintain continuous operational readiness of the entire emergency power system. This operational readiness shall include all compliance related record keeping. Copies of all compliance documentation shall be provided to the facilities Engineering Technician immediately following the completion of every maintenance, testing, and inspection action. Any compliance failure determined to be caused by the Contractors failure to maintain the afore mentioned systems or missed compliance dates may require the Contractor to provide Load Bank testing at no cost to the Government. Any equipment failure caused by the Contractor s failure to perform, negligence of any duties, or failure to maintain required compliance outlined by this scope of work or manufacturer s guidance may result in the Contractor being responsible for all repair costs. In addition, the Contractor shall maintain all associated equipment and spaces in a like new and clean appearance. A minimum monthly dusting and mopping frequency or more as required is expected. Any signs of wear or rust shall be prepped and painted as they occur. GENERAL REQUIREMENTS: Operations: The contractor shall confine all operations on the government facility to authorized areas. Execute work to interfere as little as possible with normal functions of LCHCC, including the operation of utility services, fire protection systems, and any existing equipment. The use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted unless approved by the COR. All work being performed in occupied areas of the LCHCC shall be performed after normal working hours (6:00 PM and completed by 6:00 AM M-F or over weekend). Site Visit will be at request of quoter. The RFQ shall be posted as within the next 24 to 36 hours .
