THIS IS A SOURCES SOUGHT NOTICE ONLY. The Department of Veterans, Network Contracting Office 8 (NCO 8) is conducting market research pursuant to FAR Part 10 to determine if sources are capable of satisfying our agency, Orlando Veterans Affairs Healthcare System (OVAHCS) needs by a type of service customarily available in the commercial marketplace. NCO 8 is issuing this notice to determine sources who are capable of providing Employee Assistance Program Services. This notice is not a solicitation as defined by FAR 2.101, therefore it shall not be construed as a commitment by NCO 8 to ultimately award a contract, nor does it restrict NCO 8 to an acquisition approach. All information submitted in response to this notice is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. NCO 8 is requesting that restrictive or proprietary markings not be used in response to this notice. The anticipated Small Business Administration (SBA) size standard for the North American Classification Code (NAICS) 624190 Other Individual and Family Services is $12.0 Million. Contractors must be able to demonstrate their ability to provide; (1) services for twenty-four hours a day, seven days a week access to a toll-free number for counseling of approximately 5,800 Personnel, (2) short term, long term, financial, legal and substance abuse counseling, (3) a counselor at an office in proximity to Veterans Affairs (VA) employee place of duty or VA employee family member s domicile, (4) expert credentialed staff to receive incoming calls within two minutes from VA employees and their family members, (5) information on community resources, social services and health education training, (6) a separate TTD number for the hearing impaired, (7) face-to-face sessions at designated times throughout the day, (8) introductory and quarterly thereafter, informational brochures, posters and wallet cards of the EAP, (9) Traumatic Incident Management (TIM), (10) referral to motivational and competent care services, (11) manual for supervisors overview of the EAP with tips to recognize workplace issues such as absenteeism, impaired, and troubled employee, (12) quarterly brochures explaining who may access EAP services and how to access EAP services, (13) EAP website to access when VA employees and their family member are at their domicile, (14) four one-hour seminars per period of performance. This is not a request for quotations, proposals or bids.
