Page 17 of 17 Page 17 of 17 COMBINED SYNOPSIS/SOLICITATION The Miami VA Health Care System Center located at 1201 NW 16th Street, Miami , FL 33125 has a requirement to prepare and apply protective sealant to approximately 67,221 square feet (ft2) of floor restoration to include prioritized tile and grout, VCT, and terrazzo flooring. The contractor shall also supply quarterly maintenance services for 72,884ft. This refers to the tile flooring, to include the immediate 4 inches of ceramic tile from the floor up the wall. Restorative services, as requested, to maintain a like new appearance of the ceramic tiled flooring and grout. All surfaces must be free of dirt, debris, odors, and stains. Missing grout shall be replaced and match in both color and texture. The Contractor IS NOT required to repair loose or broken tiles. The contractor shall ONLY use a product for daily disinfecting that is on the EPA s List-N, products with Emerging Viral Pathogens and Human Coronavirus claims for use against SARS-CoV-2. This service shall be performed at the following facilities: Miami VAMC (Bruce W. Carter), William Bill Kling Clinic, Homestead CBOC, Key Largo CBOC, and Hollywood VA CBOC. The initial restoration is expected to take two months, and Quarterly Maintenance will happen throughout the year. This is a combined synopsis/solicitation, Request for Quotation (RFQ), for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The applicable North American Industry Classification System (NAICS) Code and size standards in millions of dollars are 238330 and $16.5 Million, respectively. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. This requirement will be awarded to a responsible contractor whose proposal represents the best value to the Government, considering price and technical factors, with technical and past performance factors more important than price. The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. Once the Government determines there is/are a contractor(s) that can provide a product/service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited product/service to address any remaining issues. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Evaluation factors will be considered in descending order of importance: Technical Capability: Provide technical performance plan and proof of applicable certifications, license, and insurance. Past Performance: Prospective contractors may provide a list of five business references for which the contractor performed the same or similar scope as required in the performance work statement. The reference information shall include: name of business; name and title of point of contact; brief description of services performed; and date services performed. Contractor s Proposed Rate for: Providing full coverage maintenance services for five (5) ASP Evotech Flexible Scope Disinfectors for a One Year Base Period and Four One Year Separately Priced Option Years. Limitation of Subcontracting: Completed Form indicating that the Prime SDVOSB is performing at least 51% of the cost/work. Following receipt of quotes, the Government will perform a comparative evaluation of the services quoted. The Government will compare quotes to one another to select the service that best benefits the Government by fulfilling the requirement. The evaluation of Government requirements outlined in this request for quote will determine suitability. Once the Government determines there is/are a contractor(s) that can provide a service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues. TECHNICAL APPROACH OUTLINE (TAO):  The quoter shall provide its proposed solution to meeting the requirements outlined in the Performance Work Statement (PWS). The TAO shall clearly demonstrate the quoter s understanding of the requirement and that the contractor is capable of meeting the specific tasks listed in the PWS. This document shall describe in detail the activities and measurable outcomes required to implement and perform its proposed solution.  The government will evaluate the quoter s Technical Approach to determine the manner and extent to which the quoter s proposed technical approach will meet the government s objectives as described in the PWS and the requirements in the RFQ. The government will evaluate the quoter s TAO based on its feasibility and appropriateness in accomplishing the objectives of the PWS and this RFQ. Additionally, the government will evaluate the feasibility and appropriateness applied in the TAO, effectiveness of the schedule, and work approach. STATEMENT OF WORK INTRODUCTION AND SCOPE OF WORK ITEM INFORMATION 1.) Background: The Miami VA Healthcare System and Community Based Outpatient Clinics (CBOC s) has ceramic tiled flooring and walls in the public restrooms throughout its facilities. Due to heavy traffic and use, many areas with ceramic tiled flooring and grout are in emergency need for routine sanitizing, sealant maintenance and restoration. This service is deemed essential to Environmental Management Services (EMS) to keep these high traffic flooring areas properly sanitized and in best visual condition. 2.) Scope: Contractor shall furnish to the Government all labor, supervision, supplies, tools and equipment, travel and services necessary to prepare and apply protective sealant to approximately 67,221 square feet (ft2) of floor restoration to include prioritized tile and grout, VCT, and terrazzo flooring. Installation of sealant to ceramic tiled flooring and grout, as requested. Task includes all services necessary to clean and prepare flooring for maintenance services. b. Restoration maintenance services of the tiled flooring and grout to maintain a like new appearance and the integrity of the floor finish, as requested. c. Deep cleaning and sanitizing. Daily deep cleaning and application of Bioesque Botanical Disinfectant. d. Coating Removal. Existing Polymer coatings will be removed using Durable Coating Remover (DCR). 100% of existing coatings must be removed to achieve bonding with new coating. Coating will be stripped and removed on an as-needed basis. e. Grout Restoration/Color Seal: i. Grout lines will be chemically and mechanically cleaned using a specialized cleaner that is specifically targeted to profile grout surface, creating an anchor pattern for optimized bonding. ii. The grout lines are to be color sealed with Channel Changer to achieve consistency in appearance. A clear water flood rinse shall be applied to the floor and the residue removed by suction. Color selection of grout has already been made by Environmental Management Service (EMS) Leadership. iii. Grout preparation products shall be comprised of organic and inorganic scale removing, suspending agents, penetrating detergents, water soluble solvents, compounds, viscosity control agents and odor suppressants. It shall remove embedded soils, dissolve micro-scale and mineral deposits, neutralize iron, rust, and urine stains without attacking the substrate or excessive dissolving cementation, grout or mortar joints, or having a deleterious effect on metal, fiberglass, porcelain or ceramic fixtures. iv. The grout preparations shall promote maximum contact time and applicator control of the process and reduce contact hazards to a minimum. The grout prep shall leave no residue, chalk or grit when properly rinsed. A clear water flood rinse shall be applied to the floor and the residue removed by suction. v. The rinse-aide shall be removed by suction and the flooring is to be completely dried by means of mechanically generated airflow. Any excess grout or color seal must be removed to provide clean, uniform appearance of grout. The color sealing process of faded grout allows for elimination of porosity, allowing easier future maintenance and removal of bacterial and viral infections. f. Missing Grout: Any missing grout shall be replaced with Channel Changer Grout Replacement. The grout shall match in both color and texture. Contractor will be responsible to restore the integrity of tile & grout on vertical wall surfaces. g. Coating: The coating shall be Proprius-One interlocking siloxane inorganic protective barrier. All tile & grout shall be sealed with a coat of an Inorganic Siloxane based Permanent protective barrier equivalent to Proprius-One . i. This shelled coating shall have a high gloss shine appearance when it is dried. The product shall be inorganic with an oil, urine and water repellant compound with sufficient particle size and surfactant package to allow deep penetration of porous tile substrates and must have a chemical adhesion mechanism. ii. The Proprius-One sealant shall only be applied by a certified technician. h. Downtime. All restrooms must be available for foot traffic every morning by 6 am. i. Warranty. Service and process must carry a 5-year warranty that covers excessive wear, yellowing and delamination. J. Consulting Services Contractor shall provide ongoing consultation on the state of each serviced area. i. Contractor shall assist in improving EMS performance, developing strategies, and scheduling necessary actions to ensure top performance of treated areas. Contractor shall assess and provide rapid response solutions against the spread of COVID-19. ii. The contractor shall know the status of each area and offer advice and expertise to EMS to help their performance in terms of floor cleaning operations, routine, and strategy. REQUIREMENTS A. Maintenance Service Requirements i. The contractor shall provide ongoing maintenance services that always assure a like-new appearance to the treated surfaces. ii. All grout lines will be clean and uniform in appearance and free of dirt and debris. The condition of the sealant shall always be maintained to provide best visual appearance. iii. Contractor shall provide EMS staff with scheduled routine for deep cleaning and touch point sanitizing. iv. Reporting systems are to be electronic barcoding tools with time stamped verification of service to each area. v. Reports are delivered weekly to COR. vi. Cleaning training will also be issued to EMS and any other necessary contractor using or servicing same areas.
