The Department of Veterans Affairs, Network Contracting Office -8 located at VA Caribbean Health System (VACHS), 10 Casia Street, Admin Building Suite 4M440, San Juan, Puerto Rico 00921 is seeking services to provide CEIBA COMMUNITY BASED OUTPATIENT CLINIC MAINTENANCE. Detailed specifications and requirements are provided in the attached SCOPE OF WORK (SOW) Instructions to Quoters, Price/Cost Schedule, Clauses and Provisions. The contract period of performance is expected to be from November 20, 2020 or date of award if later until November 19, 2021 plus four one-year option periods. Place of Performance/Place of Delivery Address: Community Based Outpatient Clinic (CBOC) facility located at Ceiba, Puerto Rico. SCOPE: Unless otherwise specified herein, the contractor shall provide all supplies, personnel, equipment, tools, materials, supervision, and other items or services necessary for the maintenance and repair of the building structures and related systems and equipment as defined in this scope. The contractor shall perform preventive and corrective maintenance, and emergency work in compliance with applicable codes and standards. Maintenance and repair services shall include but not be limited to the following: Heating, Ventilation and Air Conditioning (HVAC) systems - blowers, compressors, motors, dampers, condensers, cooling coils, pumps, duct work, air filters, and air conditioning units. Electrical - service connections, panels, outlets, switches, circuits, lighting fixtures, faceplates, receptacles, light bulbs, and lamps. Plumbing - water heaters, sewer, sinks, toilets, urinals, faucets, and water drinking fountains. Painting, Carpentry and Masonry - floors, tiles, baseboards, walls, ceilings, trim, doors, stairs, roofing, gutters, sidewalks, windows, and signs. Interior and exterior painting, parking lines, and wheel stops painting. Grounds maintenance lawn care, landscaping, exterior trash collection, and maintenance of parking lot and sidewalks. Contract Administration: The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contract. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.
