VHAPM Part 813.106 SAP: Soliciting Competition & Evaluation of Quotations SOP Page 3 of 5 Original Date: 10/12/17 Revision 04 Date: 06/10/20 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 effective 08-31-2020. This solicitation is set-aside for: SDVOSB The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, with a small business size standard of $16.5 million. The FSC/PSC is N041. The Department of Veterans Affairs Network Contracting Office 8-San Juan, Puerto Rico is seeking an SDVOSB to provide all management, supervision, personnel, services, materials, supplies, facilities, transportation, general and specialized equipment necessary to perform internal examinations of the Fire Suppression System. The inspections will determine if there is a presence of foreign, organic and inorganic material and piping obstruction, as outlined in Chapter 14 and Annex D of NFPA 25 and conduct a flow test as outlined in NFPA 25, Chapter 6.3.1. The internal pipe examination for obstruction investigation and flow test will be performed in the South Bed Tower Building; a 7-story healthcare setting with two main standpipes with approximately 9,280 linear feet of sprinkler protection located at the VA Caribbean Healthcare in San Juan, Puerto Rico. The inspection area of the San Juan hospital is approximately 232k ft2 total, with pipe accessible by ladder and located approximately 12 above the floor level. The as-builts of the fire sprinkler piping material and arrangement describes the system as a non-insulated carbon steel pipe between 1 and 10 diameter, and schedule 10 and 40 walls. The healthcare building is occupied 24/7 by patients and staff. The following contract clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items (OCT 2018) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (JUN 2020) ADDENDA 2 to 52.212-2 (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable.  (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. The following subparagraphs of FAR 52.212-5 are applicable: All quoters shall submit the following: Contractor shall provide an individual(s) who is adequately trained and certified and capable of performing this service. Training, certifications and qualification documentation must be provided before work begins. Proof of liability insurance and workmen s compensation insurance are to be provided at the time of bid as part of the bid submittal. The qualified inspector is responsible for the inspection, assessment, and repair services of the fire protection system that meets and complies with the latest edition of NFPA 25. A qualified inspector is defined as a person who, by possession of a recognized degree, certificate, professional standing, or skill, and who, by knowledge, training and experience, has demonstrated the ability to deal with the subject matter, the work of the project. All quotes shall be sent to the karina.miranda@va.gov Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The Contractor shall provide all management, supervision, personnel, services, materials, supplies, facilities, transportation, general and specialized equipment necessary to perform internal examinations of the Fire Suppression System as a one time contract. The following are the decision factors: This requirement will be awarded to a responsible contractor whose proposal represents the best value to the Government, considering price and technical factors, with technical and past performance factors more important that price. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Technical Capability: Provide technical performance plan and proof of applicable certifications, license, and insurance. Past Performance: Prospective contractors may provide a list of five business references for which the contractor performed the same or similar scope as required in the statement of work. The reference information shall include name of business; name and title of point of contact; brief description of services performed; and date services performed. Contractor s Proposed Rate. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." The Department of Veterans Affairs, Network Contracting Office 8-San Juan, Puerto Rico is currently conducting a market survey for potential small business capable of providing all management, supervision, personnel, services, materials, supplies, facilities, transportation, general and specialized equipment necessary to perform an external examination of Main Building Fire Suppression System, create as as-built with zone valves, and replacement of 1,500 sprinkler scutcheon and heads with QRS in accordance with NFPA-25. External inspection and assessment of the complete sprinkler system shall conform the minimum requirements specified per 2017 NFPA-25, Chapter 5.2, 6.2, and 13.2. Main Building #1 is a partially sprinklered wet pipe system that is currently undergoing major renovations. Inspection shall include a detailed report of findings with pictures, recommendations, and as-builts to include as a minimum zone valves, risers, standpipes, mains, branches, and hose connections of existing conditions and future conditions with currently deployed projects. A separate as built shall be cross-referencing report of findings and recommendations.
