The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico is conducting market research to identify potential sources with the qualification and/or require certification to perform the maintenance and tasks associated with the wet fire protection system. The intent of this procurement maintenance is to fully service and maintain operation of the fire sprinkler and fire pump systems of the VACHS. Work will be conducted accordance with contract term and condition, specifications and compliant with applicable governed National Fire Protection Association (NFPA). The serviced fire sprinkler system shall operate in accordance with NFPA Codes 13, 17A, 20, 25, 72, 96, 291, applicable codes, and as well as the original design intent at installation. The purpose of this Source Sought notice is to identify Service Disable Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB) and Small Business interested in this procurement, the level of experience, qualifications, and whether it might be suitable for a specific small business socioeconomic group set-aside. The intention for this procurement action is to establish a long term contract with a Base Period year and four (4) Option Period years. The period of performance will be established during the solicitation process and in the execution of contract. Expressions of interest shall be submitted to Mr. Israel Rodriguez, via email at: Israel.rodriguez-perez@va.gov , on or before August 27, 2020, close of business, 3:30 pm local time with the following information: a. Individual, firm, company, partnership or corporation shall be headquartered in Puerto Rico, registered in the Puerto Rico Registry of Bidders, and shall be registered as a fire protection company that provides new installations, renovations, repairs, inspections, testing, and certifications of fire protection systems. b. Individual, firm, company, partnership or corporation shall be able to demonstrate of having extensive experience within the field of inspecting, testing, and maintaining water-based fire suppression systems, automatic gas fire suppression systems, wet chemical extinguishing systems, and portable fire extinguishers. c. Provide evidence of qualification of a person within the organization to be certified as a National Institute for Certification in Engineering Technologies (NICET) Level III. d. Provide evidence of onsite Technicians are certified as NICET Level II for Inspection and Testing of Water-Based Systems and NICET Level I for Special Hazard Systems. e. Personnel performing maintenance and recharging of fire extinguishers shall be certified that personnel have fulfilled specific requirements as a fire extinguisher service technician in accordance with NFPA 10. Certification options include factory training and certification, certification by an organization acceptable to the authority having jurisdiction, or certification or licensure by the Commonwealth of Puerto Rico.
