The Department of Veterans Affairs, VISN 8 Patient Safety Center of Inquiry currently has four (4) quality improvement projects, but this Request for Information is only seeking interested vendors for Project Two (2) which includes the areas of preventing adverse events associated with mobility and immobility and in the center is Assisted falls. In the VHA; the goals/objectives of the project are to develop guidance for when to rescue, and how to rescue a falling patient during a witnessed fall event. We will initiate data collection on assisted falls in VHA by adding fields in the mandatory Inpatient Evaluation Center (IPEC) data reporting requirements. We will interview VA staff who have experience with assisted falls to identify typical scenarios resulting in injury vs. no injury and develop most common fall scenarios that will be evaluated in a laboratory setting. Quality improvement projects will also determine circumstances when, and if, it is safe for staff to attempt rescue of the falling patient without risking injury. VISN 8 Patient Safety Center of Inquiry is developing a virtual simulation of an assisted fall to aid in guiding recommendations aiding in a fall. The applicable NAICS Code is 541990, All Other Professional, Scientific and Technical Service, Size Standard $15 Million. SCOPE OF WORK: This project requires a skilled ergonomist with expertise in falls, virtual simulations, biomechanics, safe patient handling equipment, laboratory testing of falls and fall related injuries. The vendor shall develop and test laboratory simulation scenarios measuring impact forces, linear and angular acceleration during assisted and unassisted falls, and load moment exposure (back strain) to determine optimal methods of assisting fallen veterans without increased risk to caregivers. In addition: the project requires the development of educational materials to guide VA staff on assisted falls based on findings from qualitative IPEC quantitative data and laboratory testing; participate as an expert on panel of patient safety subject matter experts to review/revise educational materials; and provide recommendations to improve validity, meaningful application, and successful dissemination. PERFORMANCE PERIOD: Provide three hours of work weekly from 8/14/2020 to 8/13/2022, to meet needs of the project as described above. RESPONSE: Responses to this Request for Information Notice, should be able to demonstrate the company s capability to responsibly deliver the services listed in the above Scope of Work.
