The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico intends to negotiate a commercial (FAR Part 13) Small Business sole source contract with VITALIFE INC., under the authority of Federal Acquisition Regulation (FAR) 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates that the program requirement will be fulfilled via a Firm Fixed Price contract in accordance with Federal Acquisition Regulation (FAR) Part 16.202. This acquisition is to provide all labor, equipment and repair parts for the Preventive Maintenance and Repair Service of the systems hardware and software for a Medtronic NIM 3.0 NEURO System located at the VA Caribbean Healthcare System in San Juan, Puerto Rico. All inspections and maintenance services need to be performed in accordance to the manufacturer s service manual instructions and procedures. The contractor shall comply with requirements of The Joint Commission Accreditation of Health Care Organizations (TJC). To comply with TJC requirements the contractor shall provide written confirmation that employees are competent to perform the task as described in the draft Statement of Work (attached). All responsible sources may submit a capability statement with sufficient detail to demonstrate the ability to meet the subject requirement. Please submit your expressions of interest to include documentation of company capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Submit evidence of manufacturer (Medtronic) training certification for Medtronic NIM 3.0 NEURO System and an authorized dealer letter from Medtronic showing that you can provide this service in Puerto Rico. Failure to submit requested information will be presumed by the Government that you cannot meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested persons may identify their capability to respond to this requirement by Tuesday, May 5, 2020 in or before 0900 AM local Puerto Rico Time/Atlantic Standard Time. A determination by the Government not to compete this proposed contract action based on response to this notice is solely within the discretion of the Government in accordance with FAR Part 6. The Government will use the information received to determine whether other sources are available and capable of satisfying this requirement.
