The purpose of this Source Sought notice is to determine how many sources are interested in this procurement, the level of experience and qualifications, and whether it might be suitable for a specific small business socioeconomic group set-aside. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico is conducting market research to identify potential sources for a contract to perform Data and Voice Cabling Drops Installations. The requirement has been identified as a services contract that requires the contractor to provide all materials, professional labor, tools, supplies, transportation, and equipment necessary to perform the Installations. Included are all inspections, adjustments, tests, and minor repairs to keep the equipment covered under this contract within parameters, and in continuous and reliable use at its established capacity and efficiency. The following are the areas contemplated to be serviced under contract: 1. VA Caribbean Healthcare System Main Facility in San Juan, Puerto Rico Associated Outpatient Clinics located through Puerto Rico Some of the areas may be considered plenum Potential Offeror s are advised that some of these areas are occupied 24/7. Therefore, work is subject to the specific area schedule and is anticipated that night, weekend and after normal working hours schedules may be required to perform the services. In addition, although coordination s will be made in advance; due to the nature of the work performed in the different areas, the possibility of work cancellation and re-scheduling exist. The anticipated period of performance is a one-year base period from December 2019, or date of award if later through Sep 2020 and four (4) one-year options. The applicable NAICS code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors. The Product Service Code (PSC) D399 Other Adp and Telecommunications Services and the Small Business Size Standard is $16.5 million. Expressions of interest shall be submitted to Aurea Gonzalez, Contract Specialist, by e-mail at Aurea.Gonzalez@va.gov no later than November 22, 2019 at 2:30 p.m., Atlantic Standard Time. Expressions of interest/Capability statement shall include: Company profile and capability statement comparable to the marketing package your company uses in their ordinary course of business. Please ensure the following information is included: point of contact information, company business size and socioeconomic category such as: Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), Women-Owned Small Business, HUBZone Small Business, 8(a) Small Business, small or large business company, etc. Provide evidence/certification of the following: That your firm is able to provide service in the geographical area of Puerto Rico for scheduled and emergency service calls with on-site technical assistance available with a twenty-four (24) hours response time. That your firm has previous experience working with Asbestos Containing Materials (ACM) and/or Presumed Asbestos-Containing Materials (PACM). That your firm have certified fiber optic technicians (OSP/ISP etc.) That your firm have Certified Systimax Technicians to include Design, Installation and Maintenance If using a sub-contractor, provide sub-contractor certification for the company and the professionals. In addition, explain how limitations on sub-contracting in accordance with 13 CFR 125.6 will be met. Small business concerns are advised that the limitations on subcontracting are applicable to the resultant contract. Therefore, in order to be awarded a full or partial small business set-aside contract for services with a value greater than $150,000, the small business company shall not pay more than 50% of the amount paid by the government to it, to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Accordingly, vendors shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated as part of the offeror responsibility once a solicitation is issued. This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy, improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. Therefore, is not to be construed as a commitment by the Government; no contract will be awarded from this announcement. A solicitation package is not available at this time. The Government will not pay for any information received in response to this notice; neither will the Government reimburse any respondent for any cost incurred in developing the information provided to the Government. Once a solicitation is issued, the same will be posted in the Contract Opportunities website at: https://fbohome.sam.gov/ with enough time for all interested parties to respond accordingly.
