This is a presolicitation notice for a firm-fixed-price construction contract, 100% set aside for certified Service-Disabled Veteran-Owned Small Businesses, to replace flooring and repair/refinish walls and related interior finishes in Building 1 at the Central Alabama Veterans Health Care System, West Campus, 215 Perry Hill Road, Montgomery, Alabama 36109. The work will occur in an occupied, operational medical facility and requires phased execution, infection-control containment, interim life-safety measures, hazardous-material coordination, and close coordination with VA personnel; after-hours and weekend work may be required. The estimated construction magnitude is between $1,000,000 and $5,000,000, with a completion period of 365 calendar days from contract award or notice to proceed. The solicitation is expected to be posted on or about 11/16/2026 to SAM.gov, and selection will use a trade-off source selection process providing best value to the Government. Offerors must be certified SDVOSBs listed in the SBA certification database and registered in SAM, and must comply with VAAR subcontracting limitations.
