Description of Supplies/Services Required to Meet the Agency s Needs: This requirement is for an annual preventive maintenance and service of the Zeiss optical equipment on behalf of the WJB Dorn VA Medical Center (VAMC), which is a 216-bed facility; encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, SC and provides primary, secondary, and some tertiary care. Annually, the Medical Center serves approximately 56,116 patients. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rock Hill, Sumter, and Spartanburg, South Carolina. As the sole authorized service provider in the US, CZMUI receives regular updates, information and training on the products which it distributes, both those manufactured domestically and those provided by our affiliated manufacturer in Germany. There are no other entities in the US, which are authorized to provide services for CZMUI products. No other entities in the US maintain technical support personnel who are regularly trained and have access to the most current tools, training and tech inquest to service and maintain CZMUI products in accordance with manufacturer's specification for operation. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: When conducting the market research, documentation was provided that the Ziess products are in compliance with the new U.S. John S. McCain National Defense Authorization Act FY2019 Section 889 section A. Zeiss products and services are not sold directly to the Federal Government and are authorized to be sold only through the preferred Small Dis-Advantaged Minority Owned Government Distributor: PROAIM America s LLC. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The Carl Zeiss Meditec USA, provided an authorized letter to confirm they are the sole manufacturer of the Zeiss Optical Equipment; and PROAIM America, LLC is their only authorized dealer for procduct and service. Carl Zeiss Meditec s pricing of these services offered is consistent with or better than the standard commercial pricing to like kind customers. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was conducted to search for SDVOSB and VOSB s sources capable of providing services on the Zeiss Optical equipment at the VA facility. There was a total of (521) SDVOSB and VOSB queried on SBA under the NAICS code: 811210 (Electronic and Precision Equipment Repair and Maintenance); however, the market research confirms there is no SDVOSB or VOSB capable to perform the service. There is only (1) authorized dealer for the product and service, which is PROAIM America, LLC.
