The Sole Source has been awarded to TransOx, Inc. The determination not to compete this proposes contract action is solely within the discretion of the Government. Nature and/or Description of the Action Being Approved: This requirement is for a new firm- fixed-price (FFP) indefinite delivery indefinite quantity (IDIQ) Contract to TransOX, Inc. The estimated total value of the proposed action is The IDIQ Contract will allow Prosthetics to continue services and pay monthly Home Oxygen bills using 1358's as payment method per Financial Policy, Volume II, Chapter 6, Appendix A: VA Form 1358 Approved Uses, Section 15 for the Tuscaloosa VA Healthcare System. Period of Performance: 04/01/2022 03/31/2026 Description of Supplies/Services Required to Meet the Agency's Needs: The VA Medical Center has an ongoing and continuous need to contract Home Oxygen Supplies. The Contractor shall provide medical oxygen systems, including medical oxygen cylinders and related accessories, delivery, set- up, preventive maintenance, and repair both Contractor and Government-owned equipment at the home of patients of the VA Medical Center to meet the needs of VA beneficiaries. This four (4) Year IDIQ contract will consist of four (4), one (1) year ordering periods. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000. A review of the potential acquisition alternatives was performed considering previous acquisitions of this service, the impact of prior acquisitions on these alternatives, and related in-house efforts. The vendor has the qualifications to meet the demands of set-up and delivery of Home Oxygen Services and provide education and operating instructions directly to veteran recipients on using home oxygen machines safely. In addition, it is in the Government s best interest to Sole Source this acquisition to TransOx based on fact that they are a Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with the VAAR SUBPART 819.7007. TransOx has provided these services for numerous Government facilities and the private sector. In accordance with FAR 19.202-4, this request is for information and planning purposes only; it is neither a solicitation nor a request for proposals or quotes. This announcement does not obligate the Government to award a contract. Veterans Integrated Service Network (VISN) 7 is seeking to identify Service-Disabled Veteran Owned Small Business (SDVOSB) entities, and Veteran Owned Small Business (VOSB) entities fully capable of providing Home Oxygen Services and Supplies to the beneficiaries in VISN 7 to include Birmingham and Tuscaloosa VA Medical Center (VAMC). VISN 7 has a requirement for in-home oxygen services, equipment, and supplies, to include but not limited to, compressor, portable oxygen machines, tanks, racks, and liquid oxygen systems. The in-home oxygen service will include the delivery, set-up, and resupply of oxygen as necessary to meet the medical needs and prescriptions for our veterans. The services include delivery, set-up, repair, and pick-up of equipment, resupply of expendable supplies (nasal cannulas, hoses, etc.) and medical grade oxygen, and monthly ventilator equipment checks from a licensed Certified Respiratory Therapist or a Registered Respiratory Therapist provided to include Birmingham and Tuscaloosa VA Medical Center (VAMC). The contractor shall be responsible for providing all supplies, materials, equipment, labor, supervision, fuel, transportation, infection control, storage, cleaning, delivery, sanitization, assembly/set-up, repair, pick-up and patient training/instruction-in-the-use of Government-owned Home Oxygen Equipment/Ventilators, and management necessary to perform in-home oxygen and in-home ventilator services. The contractor shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein for eligible beneficiaries in VISN . Contractor(s) shall be required to provide delivery, set-up, instructions-in-use, storage and/or pick up and routine service/ maintenance on Home Oxygen Equipment. Contractor shall be JOINT COMMISSION accredited or evidence of adherence to Joint Commission standards at the servicing location prior to any contract award.
