COMBINED SYNOPSIS/SOLICITATION The Department of Veterans Affairs (VA), Veterans Integrated Service Network 7 (VISN 7), Regional Procurement Office East (RPO-East), 2008 Weems Road, Tucker, Georgia 30084, location is issuing a Combined Synopsis/Solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. The VA has a requirement for Lawn Fertilization Services which will service medical facilities located at the Central Alabama VA Medical Centers, East Campus: 2400 Hospital Road Tuskegee, AL 36083 and the West Campus: 215 Perry Hill Road Montgomery, AL 36109. This contract is a twelve (12) month base year with four (4) one-year option periods. The Government will evaluate quotes and select the successful offeror using the FAR Part 15.0101 Lowest price technically acceptable source selection process approach. All Offerors must have an active Vendor Information Pages account (https://www.vip.vetbiz.gov/) reflecting they are currently registered as an SDVOSB. QUESTIONS for clarification are due September 6, 2022, by 2:00PM EST. No questions will be accepted after that date and time. All FINAL RFQ s shall be submitted and received by September 14, 2022 at 10:00AM EST. Failure to comply with all criteria as set forth by the solicitation will result in your quote being deemed NON- COMPLIANT and therefore not evaluated. Performance Work Statement Lawn Care Maintenance Contract OBJECTIVE: The objective of this contract is to provide services that are inclusive of all labor, materials, equipment, transportation and supervision necessary to provide lawn care spray treatment services at the Central Alabama Veterans Health Care System (CAVHCS). This work shall be conducted at sites located in Tuskegee and Montgomery Alabama. SITE VISIT: Bidders are encouraged to visit the site to prior to bid submittal. All bidders shall report the respective building on each site. The site visit shall be for the purpose of observing first hand any conditions relevant to the completion of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The site addresses are: 2400 Hospital Road 215 Perry Hill Road Tuskegee, Alabama 36083 Montgomery, Alabama 36109 Engineering Building # 68 Engineering Building # 13 Jerome Burney 334-727-0550 x-53155 David Paul 334-272-4670 x-34893 HOURS OF WORK: The hours of work shall take place during the normal business hours of 8:00 AM and 4:30 PM, Monday through Friday, Federal Holidays excluded. Request for weekend work must be submitted in writing one week ahead. Inspections will require a prior five day notification submitted to the Contract Officers Representative (COR) or government representative. CONTRACTOR RESPONSIBILTY: Contractor shall contact the COR, prior to any chemical application and shall ensure that property is cleaned at the end of each day and that debris is properly disposed if applicable. Furnish COR with SDS sheets on all materials used on CAVHCS grounds for approval before use. Responsible for the replacement of any plants, shrubs, and trees damaged by vendor. The following is the required schedule for lawn treatment services at the CAVHCS sites: Fall treatment fertilization, broadleaf weed control in November 2022 Early spring treatment pre-emergent weed control, broadleaf weed control, liquid fertilizer - May 2023 Apply slow-release fertilizer and pre-emergent and post- emergent in March 2023 Summer treatment fertilization, broadleaf, weeds control July 2023. Late summer treatment fertilization, broadleaf weed control September 2023. CONTRACTOR QUALIFICATIONS: Vendor need to be registered with and have a Dunn & Bradstreet number. Also will have to be registered with and have a CCR number. Hold a General Contractors license in the state of Alabama Contractor must be certified to distribute herbicides in the State of Alabama WARRANTY: Contractor shall provide warranty on the integrity of parts and equipment installed supporting the lawn care services maintenance and repair work. The warranty period shall be for one (1) year after completion of work.
