This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subparts 12 and 13, Commercial Items and Simplified Acquisition Procedures. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 - Audio and Video Equipment Manufacturing, with a small business size standard of 750 employees. The PSC is 5965 - Headsets, Handsets, Microphones and Speakers. The Columbia VA Health Care System in Columbia, SC is seeking to purchase 264 each Jabra Engage 65 Stereo Headsets. Please see attched Price/Cost Schedule for list of requirements (Brand Name or Approved Equal). If you are quoting/offering "or equal" items, the offeror must clearly identify the exact make, model, manufacturer and item description for each line item to be considered. This is not applicable to offerors that are quoting "EXACT MATCH" items. New Equipment ONLY: NO remanufactured or "gray market" items. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Offers will be evaluated based on price and conforms to all solicitation requirements. The award will be made to the response most advantageous to the government. Responses should contain your best terms, conditions. Quoters shall list exception(s) and rationale for the exception(s), if any.
