DORN VA MEDICAL CENTER LOCATED IN COLUMBIA, SOUTH CAROLINA; PROJECT NO. 544-CSI-001 36C24720R0050 *Phase I Estimated Solicitation Date: 24 March 2020 *Phase I Estimated Response Date: 24 April 2020 *Estimated Award Date: 1 June 2020 The Department of Veterans Affairs is preparing to issue a solicitation (Request for Proposals-RFP) for a two-phase design-build contract to provide turnkey services necessary to design and construct the site preparation required for Site Utilities for Fisher House Design-Build Project. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business Concern NAICS: 237130 Power and Communication Line and Related Structures Construction SMALL BUSINESS SIZE STANDARD: $39.5 million PROJECT MAGNITUDE: $2,000,000 to $5,000,000. PROJECT LOCATION: Department of Veterans Affairs, W.J.B. Dorn VA Medical Center, Columbia, South Carolina PROJECT OVERVIEW: The project will require the selected contractor to provide all technical design and construction services, supervision, labor, materials, tools and equipment necessary for a complete engineering and construction project for site prep as described above for use in implementation of initiative. The Two-Phase Design-Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation, as well as all technical evaluation factors and sub-factors for both Phase I and Phase II. At the closing date of the Phase I Solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors to Phase II. Only those successful firms selected as a result of Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase II proposals shall be evaluated in accordance with Phase II Evaluation Process. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business Concern.
