This is a Sources Sought to conduct market research to determine the availability of small business vendors capable of providing the requirement for Instructor led Diversity Training. Please see Statement of work for details. This requirement is for the Dublin VA Medical Center. The sources sought does not guarantee the issuance of an RFQ. If you have the availability to provide the requirement, please respond to the sources sought with a capabilities statement. The sources sought is issued solely for information and planning purposes. It does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to the sources sought; all costs associated with responding to the sources sought will be solely at the interested vendor s expense. The goal of the CVVAMC medical center is to offer employees high-quality training that equips them with the tools to provide equitable, knowledgeable, and welcoming care for LGBT patients and their families. Objectives The objective of this contract is to obtain the services of a qualified contract instructor-led who will deliver courses following the Instructor Guide, Student Manual and related training activities in a manner which reflects the highest standards of the adult education profession. Prior to, during and after delivery of the course, the contract instructor represents highest standard of professionalism and should therefore present him/herself accordingly. To ensure the highest quality of instruction, the contractor performance is evaluated of the instructor in accordance with this Statement of Work and evaluation instruments used in each training program. Upon completion of this activity, participants will be able to: Achieving Health Equity: Terminology, Demographics, Stigmas and Disparities: participants will be able to apply common concepts and terminology used by sexual and gender minority (SGM) people to describe their sexual orientation and gender identity Creating a Welcoming and Inclusive Environment: participants will be able Identify challenges in collecting data about SGM populations Behavioral Health for LGBTQ Patients: participants will be able to identify key health disparities affecting SGM subpopulation Participants will be able to identify and utilize the four core tenets of evidence-based care for SGM patients (e.g., affirming sexual orientation, affirming gender identity, trauma-informed care, and behavioral health integration) Collecting Sexual Orientation and Gender Identity Data: Participants will be able to incorporate actionable steps for routine sexual orientation and gender identity data collection in clinical practice Participants will be able to identify Primary Care and Preventative Health Needs of LGBTQ Patients Participants will be able to identify HIV/STI Treatment and Prevention for LGBTQ People Participants will be able to understand how identities shape the way we view ourselves and others. Learn how bias influences healthcare quality, access, and outcomes. And develop techniques to reduce bias, improve interactions, and elevate care delivery. Implement practical techniques, such as perspective-taking, emotional regulation skills, and partnership building to reduce stereotyping and manage behaviors. Participate will learn the causes of conflict in the workplace Conflict resolution- positive and negative impacts of conflict Participate will be able to discuss conflict with neutral language and in a non-threatening manner Participate will learn techniques for resolving and avoiding conflict. Participates will learn how to improve communication understand and value individual differences in communication styles Participants will learn to develop effective relationships with team members Scope Under this contract, the instructor shall deliver courses as described in the tasks below. This scope of work applies to all courses taught at the facility. Program-specific requirements follow this scope of work. All required instructional materials and audiovisual will be furnished by the Government or host facility and made available by the start of the course delivery. The instructor shall: 1. Meet and/or electronically communicate with the COR and/or EEO Program Manager (whichever is applicable) prior to and upon completion of courses to discuss arrival times and any other essential course administrative information which may include pre-course meetings, after-hour discussion of course activity or post course evaluations; 2. Ensure that all audiovisual equipment (when applicable) is in proper working condition and instructional materials/aids, e.g., student handouts, etc., are available before class begins; 3. Prepare for and deliver the course materials as prescribed in the Instructor Guide, including content, sequence, timing, audiovisual presentation and instructional methodology; 4. Administer, correct and review participants work as required for the program and maintain security over all teaching materials. These materials shall not be improperly reproduced or distributed and must be immediately provided to the COR and/or EEO Program Manager (whichever is applicable); 5. Present participants certificates in accordance with established program procedures; 6. Return all reusable course materials for which the COR has responsibility, and report equipment damage, loss or inoperability to the COR and/or EEO Program Manager or local education service representative; 7. Remove excess papers, used easel pad chart paper and tape on walls or boards and ensure classrooms are left in a neat and orderly condition; 8. Meet or discuss (telephone) COR and/or EEO Program Manager with the after the delivery and provide specific recommendations concerning the course, materials, equipment, facilities, etc., as appropriate; 9. Ensure that all equipment is used properly and is not removed from classrooms; 10. Evaluate and treat participants fairly and equitably at all times; 11. Provide a classroom environment that does not permit hostile environment incidents while conducting any class for the CVVAMC; 12. Remain alert for drifts in classroom atmosphere that could lead to inappropriate comments; 13. Be familiar with the CVVAMC policies and instructions that deal with: equal opportunity in Federal education and training programs, civil rights, equal opportunity and affirmative employment, accessible electronic and information technology, equal opportunity for persons with disabilities, sexual harassment, and harassment and retaliation, internet security, and physical security; 14. Provide instructor assessment and participant assessment instrument within 1 day of completion of the class to the COR and/or EEO Program Manager (whichever is applicable). 15. Participate in a conference call with the COR and/or EEO Program Manager course manager prior to or on May 4, 2020, to discuss course materials, needed instruction, and planning issues related to the course offering. This training will provide the mindset, skillset and toolset that will measurably increase the participant s ability to deliver results in ways that provides culturally competent patient centered care throughout the organization.
