Network Contracting Office 7 intends to issue an Invitation for Bid (IFB) to award a single, firm-fixed price contract for Project 534-18-103, EXPAND/REPLACE DIRECT DIGITAL CONTROLS (DDC) located at Ralph H Johnson, VAMC, 109 Bee Street Charleston, SC 29401. This project will consist of the following: Replace the existing (SIEMENS & TRANE) Building Automation System (BAS) with a state-of-the-art system supported by a local service organization as detailed in the drawing and specifications. Provide a new building lighting control system, which will be monitored on the new BAS. Provide a new generator monitoring system with the central panel located in the boiler plan control room. Monitor and alarm thru the new BAS as shown in the electrical drawings. Provide new digital VAV boxes to replace existing pneumatic VAV boxes. Control and monitoring thru new BAS. Provide new fuel oil pump set and controls. Install elevated in Boiler plant and Connect to new BAS thru cleaver brooks control panel. This part of the work shall be done May Thru October. Period of Performance is 240 calendar days from issuance of Notice to Proceed. The solicitation, specifications, and drawings will be available at beta.sam.gov. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through beta.sam.gov. Hard copies will not be mailed. It is the responsibility of all contractors to frequently check the website for all notices, amendments, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the contractor regarding the solicitation. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an IFB conducted in accordance with Federal Acquisition Regulation Part 14 Sealed Bidding Procedures. This project is being solicited as a total set-aside for Service-Disabled Veteran Owned Business (SDVOSB). The offerors must be listed in the Vendor Information Pages at www.vetbiz.gov at the time bids are received. The North American Industry Classification System (NAICS) Code for this project is 238220, Commercial and Industrial Construction of Buildings, with a small business size standard of $16.5 million. The magnitude of construction is between $5,000,000 and $10,000,000. The formal solicitation is anticipated to be issued on or about July 31, 2020. Telephone calls will not be accepted.
