The Hampton VA Health Care System requires a cloud-based Software-as-a-Service (SaaS) town hall engagement platform with integrated telephony to enable large-scale, real-time two-way communication with Veterans and employees. The platform must support 12 to 16 scheduled events annually under an IDIQ contract, accommodating up to 20,000 live users, and include features like automated voice messages, Interactive Voice Response (IVR) surveys, peer-to-peer texting, and real-time reporting. Services will be performed at the Hampton VA Health Care System in Hampton, VA, with a base period of performance from September 1, 2026, through August 31, 2027, plus four optional one-year extensions. The contractor must ensure all data handling complies with federal and VA security standards, with data purged or moved to VA storage within 72 hours of each event. All records and data produced are the intellectual property of the VA and must be returned or destroyed in accordance with federal records management policies.
