This is a Sources Sought Notice and is intended for market research purposes to determine responsive and capable sources. If based upon the market research information the Government deems a solicitation is necessary a solicitation action will be posted in Contract Opportunities on www.SAM.Gov. SMALL BUSINESS REQUIREMENTS For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) firms registered in the Vendor Information Pages (VIP) database, in accordance with priorities set by regulation. CONTRACTOR RESPONSIBILITY A potential source, for the purposes of this notice, is considered to be any company meeting the following requirements. Some of the below requirements may be modified prior to release of any solicitation. 1. The potential source would meet the requirements of the relevant Limitations on Subcontracting clauses of the FAR. 2. The potential source is registered in the System for Award Management (SAM) database at https://www.sam.gov, as whichever entity/office that would receive award in the event of a solicitation. 3. Below is an example of the Performance Work Statement that market research is being conducted for. B.3 PERFORMANCE WORK STATEMENT (PWS) I. GENERAL REQUIREMENTS The Department of Veterans Affairs, Veterans Health Administration (VHA), VISN 06 has a need for on-site repair of one (1) Samsung Electronics GM85 mobile. Requirement Information: Based on the determination of the Government if this requirement should be solicited with a contract to be awarded, the contract will have a one-year base year contract, with an additional three (3) options to be exercised. Each option exercised will be at the discretion of the Government and consist of a period of one (1) year and shall not exceed an overall contact total of four (4) years in total. 1. INTRODUCTION The Department of Veterans Affairs, Veterans Health Administration (VHA), VISN 06, Durham VA Health Care Systems (VAHCS) located at508 Fulton Street, Durham, NC 27705-3875. The Durham VAHCS is in need of a Field Service Engineer who can perform Emergency on-site repair. Contractor should also provide only new Original Equipment Manufacturer parts to complete the needed repairs. Contractor shall provide service report and equipment checklist upon completion of service to Healthcare Technology Management representative. 2. SCOPE The Department of Veterans Affaris, VISN 06, Durham VAHCS requires the contractor to be a Certified by Samsung Electronics to perform Repairs and Preventative Maintenance on Samsung GM85 mobile X-Ray systems. The Contractor shall perform the services as set forth in this Performance Work Statement (PWS)in compliance with all applicable federal, state and local laws, rules, and regulations. 3. SERVICES TO BE PERFORMED The Contractor shall perform on-site repair to one (1) Samsung Electronics GM85 mobile X-ray system (Serial No.56F9M3HR800024Y). Contractor shall provide the required replacement computer assembly (MI82-02675A-DellOptiplex7000_16G SVC Kit) and perform the replacement of this component and perform functionality tests to confirm it is working to operational status. 4. QUALIFICATIONS: The contractor shall be certified by Samsung Electronics to perform repairs and preventative maintenance for the Samsung GM85 mobile X-Ray systems.
