Solicitation Description This project is a Site Prep construction project to support the Sterile Processing Services (SPS) Department, located on the 2nd floor of the Durham, NC VAMC hospital. The Durham VAMC Sterile Processing Services (SPS) Department is currently equipped with cleaning, disinfecting and sterilization equipment has reached their End of Life (EOL) and has become less reliable, more susceptible to breakdowns and poor operating performance. The major control systems for some of this equipment have been obsolete and repair parts are no longer available in some cases. This equipment will be replaced, in the same locations. The construction contractor will provide professional construction services as shown in the drawings and specifications to conduct site preparation for the replacement of SPS sterilization equipment. The new equipment has already been procured by the facility, installation of equipment is not included in scope of work.

The SPS Department is located on the 2nd floor of the hospital with the location of the existing equipment shown schematically. The contractor will provide professional construction services as shown in the drawings and specifications to conduct site preparation for the replacement of SPS sterilization equipment. Estimated construction magnitude is between $500,000.00 and $1,000,000.00 NAICS CODE: 236220 Size Standard: $45.0 Million This solicitation is anticipated to be a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified in the Veteran Small Business Certification (VetCert) at (https://veterans.certify.sba.gov) as a SDVOSB. Only bids from certified SDVOSBs in the VetCert database at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. Network Contracting Office 6 (NCO 6) intends to issue an Invitation for Bid (IFB) and award a single, firm fixed-price contract. Solicitation material will be available on/about May 12, 2025. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors to provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the Site Prep construction to support the new equipment. The SPS Department is located on the 2nd floor of the hospital as shown on Attachment A with the location of the existing equipment shown schematically. Located at the Durham VA Medical Center Campus: The proposed NAICS 236220 Commercial and Institutional Building Construction is applicable to this acquisition; with a size standard of $45.0 Million. The anticipated Magnitude of Construction is between $500,000.00 and $1,000,000.00. The anticipated Period of Performance is 365 days from the Notice to Proceed. Statement of Objectives: The contractor shall provide professional construction services as shown in the drawings and specifications to conduct site preparation for the replacement of SPS sterilization equipment.
