PRESOLICITATION NOTICE Project #565-25-101 Repair Fire Doors The Department of Veterans Affairs, 2300 Ramsey Street, Fayetteville, NC 28301 has a requirement for a contractor to provide all labor, material, supplies, equipment, transportation, permits, license and qualified supervision for Project 565-25-201, to repair fire and smoke doors located at the Fayetteville VA Medical Center, Fayetteville, NC. General Scope: This project will repair fire and smoke doors located in Building Numbers 1 and 3 at the VA Medical Center located at 2300 Ramsey Street, Fayetteville, NC 28301. The work will require door specialists, electricians, wall finishers, and laborers. Work shall include, but not be limited to providing frame/door labels, recertification of fire ratings, and replacement of metal/wood doors and frames, refinishing walls to match existing walls. Infection control measures must be taken as directed by VA. All bidders must attend the pre-bid walkthrough to note wall types, existing conditions, required hardware, take rough measurements, etc., necessary for proper bids. Contractor to complete construction within 150 calendar days of the Notice to Proceed, but considerations for lead time on materials may be taken. Estimated construction magnitude is between $25,000 and $100,000. NAICS CODE: 236220 Size Standard: $45.0 Million This solicitation is anticipated to be a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified in the Veteran Small Business Certification (VetCert) at (https://veterans.certify.sba.gov) as a SDVOSB. Only bids from certified SDVOSBs in the VetCert database at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. Network Contracting Office 6 (NCO 6) intends to issue an Invitation for Bid (IFB) and award a single, firm fixed-price contract. Solicitation material will be available on/about March 28, 2025. Any specifications, drawings and amendments will be posted on the System for Award Management (SAM) Contract Opportunities website (https://sam.gov/opportunities). The Contract Opportunities website is the only official location to obtain solicitation information and documents. Bids will be due approximately 30 days after issuance of the solicitation. Only one site visit will be scheduled. Location and point(s) of contact for the site visit will be identified in the solicitation. The Department of Veterans Affairs, Network Contracting Office 6 (NCO 6) is conducting market research to identify potential sources for Construction services to provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for Repair Fire Doors (Project #565-25-101) located at the Fayetteville VA Medical Center Campus in Fayetteville, North Carolina. The proposed NAICS 236220 Commercial and Institutional Building Construction is applicable to this acquisition; with a size standard of $45.0 Million. The proposed PSC code is Z1DA Maintenance of Hospitals and Infirmaries. The anticipated Magnitude of Construction is between $25,000 and $100,000. The anticipated Period of Performance is 150 days from the Notice to Proceed. Statement of Work This project will repair fire and smoke doors located in Building nos. 1 and 3 at the VA Medical Center located at 2300 Ramsey Street, Fayetteville, NC 28601. The work will require door specialists, electricians, wall finishers, and laborers. Construction will be done in accordance with VA specifications, Design guides, Infection Control guidelines and all applicable codes. Construction will also be structured to require minimum interruption of space function during construction. See the attached Statement of Work draft for more details. Small Business Requirements For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of acquisition strategy and set-aside requirements if a solicitation becomes available. Pursuant to 38 U.S.C. 8127(d), acquisitions will be set-aside for SDVOSBs or VOSBs, registered in the SBA VetCert database, whenever there is a reasonable expectation of receiving two or more offers/quotes from eligible, capable and verified firms, and that an award can be made at a fair and reasonable price that offers best value to the Government. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered.
