Description: This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Richmond, Va. A Request for Proposal (RFP) will be issued on https://sam.gov/ website under Contract Opportunities on or about February 22, 2024 for Project No. 590-20-903 Titled "Correct Facility Condition Assessment (FCA) Deficiencies Steam Distribution System" at the Hampton VA Medical Center, 100 Emancipation Drive, Hampton, Virginia 23667. Proposals will be due approximately 30 days after issuance of the official solicitation. This announcement is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work included in the contract documents, plans, and specifications, a summary of which is provided below. Scope: The Contractor shall provide all tools, labor, materials, equipment, supervision, professional services, and expertise required to perform general construction, alterations, electrical work, and certain other items as indicated in the construction documents. The contractor shall manage and perform construction period services as further defined in the Contract to include, but not limited to, demolition, construction, construction management, submittals, equipment, scheduling, inspection and testing, environmental protection, recording of (As-Built) drawings and project closeout. The contractor shall also develop a schedule demonstrating fulfillment of the contract requirements such as: Project Schedule, Contractor Quality Control, Work Breakdown Structure (WBS) Plan and all other plans listed within this document to include deliverables. The contract documents include, drawings and specifications prepared by GEO. BANCROFT ENGINEERING, LLC for this procurement. The work must be completed within the specified Period of Performance, which includes final Inspection and cleanup. Period of Performance/Work Site: 550 calendar days after receipt of the Notice to Proceed. Work will likely commence early spring. Work site is from the Boiler plant, Building 15 on Harris Avenue, east underneath Black Avenue, north underneath McClellan Avenue to the north end of the tunnel Chapel Building 48, including Building 110 located at 100 Emancipation Drive, Hampton, Virginia 23667. The North American Industry Classification Code (NAICS) for this procurement is 238220 Plumbing, Heating, and Air Conditioning Contractorsand size standard $19.0 million applies. In accordance with FAR 36.204 (g), disclosure of the magnitude of this construction project is between $5,000,000 and $10,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from proposal receipt date. This notice is for informational purposes only and is not a request for submission of offers. The Government will NOT reimburse any costs associated with registration, pre-proposal attendance, or proposal preparation. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will be available for download at no charge only from the CONTRACT OPPORTUNITIES website https://SAM.gov with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and proposal due date, will be available in the solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at https://www.sam.gov , must be verified in the U.S. Small Business Administration (SBA) VetCert Registry https://veterans.certify.sba.gov/ prior to submitting an offer, and shall have on file a current and complete VETS4212 report at http://www.dol.gov/vets/vets-100.html (if applicable).
