Pre-Solicitation Notice The Department of Veterans Affairs Medical Center Network Contracting Office (NCO) 6 has a need for Annual Emergency Generator Inspection Service. The contractor shall provide all transportation, material hardware and parts, tools, specialized equipment, labor, supervision, and technical expertise to provide the services. The solicitation shall be conducted in accordance with FAR Part 13. Place of Performance: Charles George VA Medical Center 1100 Tunnel Road, Asheville NC 28805. Period of Performance: Period of Performance for the resultant contract will be a base plus 4 option periods beginning on 1 Nov 2023 31 Oct 2024 in strict accordance with all schedules, specification, terms, and conditions and provisions of the contract solicitation. Type of Set-Aside: This acquisition is a SDVOSB set-aside. The applicable NAICS is 811310, Equipment (except Automotive and Electronic) Repair and Maintenance, with a size standard of $12.5 Million. This requirement will be solicited as a SDVOSB set aside. Contract Type: The Government intends to award a Firm Fixed Price in accordance with all terms, conditions, provisions, and specifications of the solicitation. A formal Request for Quote (RFQ) will be issued on or about 20 Oct 2023 via Contract Opportunities website via SAM.gov. All potential offerors are responsible for monitoring and downloading all documents including amendments at the SAM.gov website without further notification from the Contracting Officer. Market Research is being conducted to Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business (SB), Small Disadvantaged Business, 8(a), Woman Owned Small Business or HUBZone interests. The Hampton Veterans Affairs Medical Center (VAMC) is trying to determine whether to set-aside an acquisition for Annual Emergency Generator Inspection at the Charles George VA Medical Center 100 Tunnel Road, Asheville NC 28805. The scope of the acquisition includes but is not limited to: Conducting first Full-Service Preventive Maintenance Inspection to include, prestart, cooling system, lubrication system, air intake system, fuel system, exhaust system, generator, electrical system, and control panel analysis and replacing of parts. Vendor will provide a second six (6) month follow up inspection in which the followings areas will be evaluated, prestart, cooling system, lubrication system, air intake system, exhaust system, fuel system, generator, control panel, transfer switch, start-up and running (cooling system & control panel). If your company is interested in performing these services, please notify our office of your intent. In response, please include the following: (a) a positive statement of your intent to submit a bid as a prime contractor (capability statement); (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Responses to this notice should also identify whether or not the firm falls into any of the socioeconomic categories listed above.
