The Department of Veterans Affairs Medical Center, Network Contracting Office (NCO 6), intends to solicit a request for quote (RFQ) to qualified Small Business for Richmond VAMC Surgical Department Courier Services in Richmond, VA. The period of performance will be Date of Award through September 30, 2024. Responses to this notice will not be considered as proposals, nor will any award be incurred by interested parties in responding to this pre-solicitation notice. The VA anticipates issuing a solicitation for this requirement on or about September 25, 2023, with a closing date for quotes on or about September 28, 2023. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, as no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments.

This Sources Sought Notice is for the Richmond VAMC (located in Richmond, VA) to determine sources for a medical specialty courier to provide routine and emergent courier services within a 5 mile radius to transport laboratory specimens, pharmaceuticals, miscellaneous medical supplies, mail and miscellaneous items primarily (5) days per week (Monday through Friday, 8am-6pm), but will need services at night and on weekends. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. This is not a request for bids, quotes, or proposals. All responsible sources must submit a capability statement addressing its capabilities, capacity, and location which shall be considered by the agency. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Veteran s Administration is required by Public Law 109-461 to give priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Interested parties submitting a response to this inquiry must include the following information: name and address of company; business size (large, small, VOSB, or SDVOSB); identify applicable socioeconomic categories and any pertinent information which demonstrates the firm s ability to meet the above requirement.
